Synopsis/Solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation WILL NOT be issued. (II) Solicitation # F33601-97-R-0020
is a request for quotation (RFQ) (III) This solicitation document and
incorporated PROVISIONS and Clauses are those in effect through Federal
Acquisition Circular 90-46. (IV) This is a small business set aside
Procurement. The (SIC) is 3699. (V) There is one line item for an
etcher, reactive ion. (VI) Description: Requirement for 1 reactive ion
etcher with the following specifications: 300 watt radiofrequency
generator 13.56 Mega Hertz; 2 flow raters with shut-off solenoids;
mixing valve; Vacuum pressure gauge and vacuum pump with an 11 cubic
foot per minute charge; Automatic cooler/heater; Control system must
have automatic tuning, automatic sequencing, and a digital timer; Top
and Bottom electrodes must have a heating and cooling jacket; power
must be 110 Volts/7 amps for the system and 110 volts/15 amps for the
vacuum; System must have 1/4 inch swage lock fittings for gas hookups;
Chamber and system Dimensions: table top type of instrument with
approx. 4 to 6 inch diameter reactor plate, 10 inches in diameter by
1.5 inches in height, and having a focusing ring of Aluminum Oxide;
17x13x18 inches, Weight Approx 80 pounds, Installation, Training and a
One Year Service Warranty to be included in Quote. (VII) Date of
Delivery is 90 days ARO, Place of Inspection and Acceptance is WPAFB,
Dayton Oh; for Dist. (VIII) Solicitation Provision at FAR 51.212-1,
Instructions to Offerors -- Commercial Items (Oct 95) is hereby
incorporated by reference. (IX) FAR 52.212-2 Evaluation -- commercial
items. Evaluation criteria to be included in paragraph (a) of provision
52.212-2 are as follows: (1) Technical capability of the item offered
to meet GovernmentRequirements; (2) Past Performance; (3) Price; in
descending order of importance. Technical and past performance when
combined, are significantly more important than price. (X) All Offerors
are to include with their offers a completed copy of FAR Provision
52.212-3, offeror representatiions and certifications-commercial items.
