(NRA), NRA-8-20, for the Space Environments and Effects (SEE) Program
will solicit proposals that offer new and innovative solutions to
engineering tool development and application (as opposed to pure
research) in the following categories: Materials and Processes; Neutral
External Contamination; Ionizing Radiation; Electromagnetic Effects;
Meteoroids and Orbital Debris; and Plasma, Thermosphere, Thermal
Environment, and Solar Activity. The goal of the Space Environments and
Effects Program is to develop a coordinated national capability to
design, build, and operate spacecraft that accommodate or mitigate
effects due to either the presence of or operation in the space
environment. For NRA-8-20, the near earth environment is of primary
interest. (Future SEE NRAs are expected to focus on the deep space and
interplanetary environments.) Additional data on the Space
Environments and Effects Program is available on the SEE home page
address at http://see.msfc.nasa.gov. The NRA, which contains a more
detailed description, will be released approximately 15 days after
publication of this notice on the NASA Acquisition Internet Service
(NAIS) and in the Commerce Business Daily (CBDNet). All responsible
sources may submit a proposal which shall be considered. Proposals will
be evaluated by peer and/or technical reviews after receipt of
proposals. Any award is subject to the availability of funds. A copy of
the solicitation will be available over the Internet via the SEE home
page at http://see.msfc.nasa.gov. Paper copies of the NRA will be
available to those who do not have access to the Internet by submitting
a written request to EL23/Cindy Upton, Marshall Space Flight Center,
Huntsville, AL 35812 or fax 205-544-8807. The firm date for receipt of
proposals will be stated in the NRA. All responses to this synopsis
will be added to the mailing list for the NRA. See Numbered Note 26 for
