The U. S. Army Communications-Electronics Command (CECOM), Fort
Monmouth, NJ, proposes to procure engineering design, development,
integration and test services in support of a joint DARPA-Air
Force-Army program to develop a Foliage Penetration (FOPEN) Radar. The
FOPEN ATD program will develop a fully functional ultra wide-band
Synthetic Aperture Radar (SAR) to detect, discern and cue tactical
users to the present of man-made metallic objects hidden beneath
foliage. The proposed acquisition will be a three-year contract to
develop and integrate the FOPEN sensor into a manned platform for
testing with three options for: (1)the design, interface and
integration into an HAE UAV; (2) an additional system; and (3) a flight
demonstration. A draft solicitation was issued via Electronic Bulletin
Board (EBB) (see below) on 28 Apr 97. A pre-preposal conference
conference will be held, if required, on or about 15 May 97. The
solicitation will be issued on or about 4 Jun 97, with a closing date
of approximately 7 Jul 97. This acquisition is open to all business
concerns. CECOM has established an Electronic Bulletin Board (EBB) to
provide electronic transmittal of Request for Proposals (RFPs) and
Invitations for Bids (IFBs) from Government to Industry. All interested
parties wishing to do business with CECOM are invited to access,
operate, send and receive data from the CECOM EBB system. To become a
user of the EBB, you will need an identification code and password in
addition to a computer terminal equipped with the necessary hardware
and software to interface with the EBB system. A user's identification
code and password will be issued upon request along with instructions
for downloading the EBB User's Manual. All requests must include (1)
company name, (2) point(s) of contact name(s) and title(s), (3) return
address(es) and (4) telephone number(s). Please send your request in
