a Request for Offer (RFO) for Next Generation Space Telescope (NGST)
Mission Architecture Studies. The Next Generation Space Telescope
(NGST) is under study by NASA as an important scientific tool with the
Origins program. The current yardstick concept for "visiting a time
when galaxies were young" is a 6 to 8 meter aperture cold telescope
instrumented for imaging and spectorscopy, optimized for the 1 to 5
micron band but with desired coverage from visible to thermal infrared,
operating at L2 and communicating with a dedicated ground station for
5 or more years. General information on the NGST program can be found
on the NGST Web Page at http://ngst.gsfc.nasa.gov/ This procurement is
focused on development of one or more mission architecture concepts
and accompaining lifecycle cost estimates. It is anticipated that this
procurement will result in multiple awards. The contracts are expected
to be Firm Fixed Price. The procurement has a basic effort of
development of a concept and a Technology Development Roadmap and two
options. The first option will be for the further development of the
concept and the second option will be for the funding of advance
technologies integral to the successful execution of the NGST project.
This procurement is being conducted under the NASA MidRange Pilot Test
Program approved by the Office of Federal Procurement Policy. See
Numbered Note 26. All responsible sources may submit an offer which
shall be considered by the agency. The anticipated release date of the
RFO is on or about May 20, 1997 with an anticipated offer due date of
on or about June 20, 1997. An ombudsman has been appointed -- See Note
"B". The solicitation and any documents related to this procurement
will be available over the Internet. These documents will be in ASCII
or RTF format and will reside on a World-Wide Web (WWW) server, which
may be accessed using a WWW browser application. The WWW address, or

shall notify this office of their intent to submit an offer. It is the
offeror's responsibility to monitor this site for the release of the

point of contact; however, the closing date for the hard copy received
shall be the same as the solicitation, inclusive of any amendments,
