Agency (EPA) is responsible for a broad range of activities designed to
support the development and implementation of national policies on
indoor air pollution. One of the key pollutants of concern in the
indoor environment is radon, which is responsible for between 7,000 and
30,000 lung cancer fatalities each year. The EPA has a requirement for
a contractor to (a) provide technical and analytical support to
develop and analyze radon and airborne radionuclide exposure and
contamination problems, (b) develop and evaluate strategies for program
support and implementation related to radon and airborne radionuclides,
and (c) provide support for technology transfer development and
dissemination. EPA anticipates the award of a cost-plus-fixed-fee level
of effort type contract for a total of 105,800 labor hours over a
maximum of 36 months (12 months in each period). The Base Period
consists of a basic requirement of 35,000 labor hours with 3,200
optional quantity hours. In addition, the contract will allow for two
option periods. Option Period I consists of 35,000 basic labor hours
and 6,300 optional quantity hours. Option Period II consists of 20,000
basic labor hours and 6,300 optional quantity hours. SIC No. 8999
applies; size standard of $5M in average annual receipts over the last
three years. This requirement is a partial follow-on to Contract
number 68D20185 with S. Cohen & Associates, Inc. which expires on July
31, 1997. It is estimated that the RFP will be issued approximately
6/5/97 as full and open competition. Proposals will be due thirty (30)
days after the RFP issuance date. The solicitation and amendments will
be available via the Internet World Wide Web at
http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the
solicitation and amendments via Internet. If you will be obtaining a
copy of the solicitation via Internet, it will be your responsibility
to frequently check the same site where the solicitation is posted for
any amendments. Firms who do not have the capability to obtain the
solicitation from Internet, may submit a written request for a diskette
with the solicitation in WordPerfect 6.1 format from the contact point
at the address above; however, only those firms who do NOT have the
capability to obtain the solicitation from the Internet should request
diskettes. Diskettes will not be sent to those firms who have Internet
access. If you request a diskette of the solicitation, you will receive
amendments by mail, unless you notify us otherwise. Telephone and fax
requests will not be honored. Only one copy shall be sent to a
corporate entity, regardless of the number of requests from one or more
different geographic locations. A copy of the preliminary source list
will be issued to all prospective offerors along with the solicitation.
All responsible sources may submit a proposal which shall be considered
