The National Imagery & Mapping Agency (NIMA) is announcing its intent to proceed with the NIMA Systems Engineering Services (NSES) acquisition. NSES will support the development, maintenance, and evolution of the United States Imagery and Geospatial Information Systems (USIGS) architecture for current and future NIMA systems engineering and integration requirements from Jan 1998 through FY2002. Requirements are currently being refined and will be incorporated into the NSES Request for Proposal (RFP). Estimated level of effort is 460 Full Time Equivalents (FTEs) per year. A TENTATIVE draft schedule is as follows: Release of draft Statement of Work (SOW) (and other available information) -- 6 Jun 97; Release of RFP -- 1 Jul 97; Receipt of Proposals -- 15 Aug 97; Award of Contract -- 31 Dec 97. RFP information and status reports will be provided on the Internet located on the NIMA Home Page, (http://www.nima.mil/poc/contracts/pcasol.htm). Because of the interrelationship of the requirements involved, award will be based on Best Value to the Government. The contract will be awarded with a Base Period of 1 year and 9 months, with three one year Options. The anticipated contract will be a Cost Plus Award Fee (CPAF), Level of Effort. In order to be considered for award, an offeror must have approved facilities and personnel for storage and processing of classified data up to the DoD Top Secret, SCI level. Performance of the contract will require access to Sensitive Compartmented Information (SCI). Oral Presentations will be utilized (although some technical documentation will be requested in writing). The Government is seeking non-traditional teaming arrangements which are considered more efficient and cost effective (e.g. no pass through of fee on fee, etc.). (0125)
