S -- - WASC7-1254 NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH RESEARCH CONSULTANTS. Notice of intent to negotiate a sole-source contract to Research Consultants to 1) build scientific database applications for the NMFS, and 2) assemble a bio-physical meta-database for the Bering Sea Ecosystem. Period of contract will be for one year. Interested sources to the notice must show qualifications and experience in all of the following areas: 1) skilled in development of custom relational database in biological/ecological setting, 2) knowledge of relational database concepts, efficient design of database tables, principles of data collection and archiving procedures, 3) experience in designing and implementing programs which provide a user interface for interactive data input and editing, 4) knowledge of mainframe, PC's, and UNIX workstations, 5) experience preparing written documentation and user guides, 6) knowledge of wildlife biology and ecology, especially flora and fauna of the Pacific Northwest subarctic ecosystem or the Northeast Pacific Ocean, 7) knowledge of field survey methodology and biological data collection and analysis methods, 8) knowledge of commercial software packages, 9) minimum of four years experience using R:Base on a PC running OS/2 2.1 OS to develop database applications, 10) possess a university degree or equivalent experience/academic training with a strong background in biology, data collection and analysis methods, and museum curation procedures, and 11) use mainframe and microcomputers with existing commercial and private software packages to perform data transfers, computations, manipulations, and translations. Work to be done is primarily ADP-oriented, but individual/company required with a strong biology/ecology background since data being manipulated is scientific in nature. All sources responding to this notice must state that they meet the minimum qualifications listed above, and that they qualify as a small business. Simple requests for the solicitation will not be honored. This is a 100% small business set-aside, estimated value less than $100,000.
