PROTECTION Request for Information: Invitation to Industry, academia,
associations, and any other interested parties are invited to
participate in Information Warfare (IW) discussions sponsored by the IW
Technical Planning Integrated Product Team (TPIPT) and the
Counterinformation (CI) Mission Area Team (MAT). Subject Matter: The
main topics to be addressed during these IW discussions will be CI. If
schedule permits, secondary topics regarding Information Operations
and IW may be addressed. Background: Last year, the Air Force (AF)
added CI to its list of mission areas. Air Combat Command (ACC) was
designated the lead command for developing a CI Mission Area Plan
(MAP). ACC published the first CI MAP in November 1995. That MAP
contains a description of the tasks for this mission area, a
description of how well the AF can accomplish those tasks given its
current capabilities, a listing of operational capabilities the AF
needs, and a listing of proposed solution concepts that the AF would
like to implement (i.e., acquire). The CI MAT and the IW TPIPT are
updating the MAP this summer. We plan to invite industry to participate
at two points. The first point is during these IW discussions. Industry
and other interested parties are invited to review last year's MAP to
gain some insight into what we need and what we are interested in.
During the IW discussions, you will be given a chance to present your
suggestions, ideas, or other thoughts you would like us to consider as
we update the MAP. The main objective of this activity is to give the
MAT members ideas for items to include as they update their list of
capabilities needed. The second point where industry will be invited to
participate is later this summer during a Concept Call. You will be
invited to review the updated MAP and submit solution concepts. The CI
MAT and IW TPIPT will include in the MAP those solution concepts that
merit further consideration as an acquisition program. Dates: IW
discussions will be held 2-4 June 1997. A "white paper" summary
(preferably unclassified) of what you propose to brief is due 23 May

copies of the "Counterinformation (CI) MAP for FY 1995" from the
Defense Technical Information Center (DTIC) for a nominal fee. For
companies having a DTIC account number, you may order a document from
the DTIC by dialing the web page: http
:www.dtic.dla.mil/dtic/docorder.html. The FY 96 MAP accession number
is: AD-M400037. For companies not having a DTIC account number, you
must obtain one by dialing (703) 762-8273 after which you will be sent
a registration package. The DTIC Web Page lists all the telephone,
fax, and e-mail numbers. The MAP is classified SECRET. Appointments may
be made to view the MAP at the Phillips Lab library by contacting the
action officer, Lt Bran Zivojinovich at (617) 271-8298 and submitting
your clearance via FAX to (617) 271-2380. Access is limited to those
companies that are qualified by the Defense Investigative Service (DIS)
to receive, process, and storeclassified materials. Procedures: Anyone
can submit white papers. White papers should be limited to two single
spaced typewritten pages using "Microsoft Word" in type 10 font and 5
slides using "Microsoft Powerpoint" in type 12 font. We will accept
classified or unclassified submittals, with or without proprietary
information, but we prefer that they be unclassified and not contain
any proprietary information. We will protect any proprietary material
sent to us but we may not be able to use it as the basis for an RFP.
Unclassified white papers may be submitted via hard copy (paper), or
soft copy (e-mail or 3.5" 1.44MB diskette). Classified white papers
should be mailed only on hard copy using appropriate security
procedures. All material mailed should be addressed to: ESC/ICW, ATTN:
Lt Zivojinovich, 50 Griffiss St., Hanscom AFB, MA 01731-1619. We
request that you supply the following information with each white
paper: (1) Name of company (or organization) (2) Point of Contact
within the organization (name, address, telephone number, fax, email,
etc.) (3) Security Officer within the organization (name, telephone
number, fax, etc.) (4) Brief description of the operational need you
think should be added to the MAP. (5) Indication of whether you are
requesting an opportunity to brief your ideas during the IW
discussions. We anticipate receiving more requests for briefing time
than we will be able to accommodate. We plan to review all white papers
submitted and schedule only a limited number of briefers based on
available time and materials submitted. Briefers may request that only
government, FFRDC, SETA, and TEMS personnel be allowed in the room
during their presentations. Any interested party (irrespective of
whether they submitted any materials in writing or presented a
briefing) is invited to attend and hear a government presentation of
how these activities fit into the Modernization Planning Process. This
presentation will occur during the IW discussions. Disclaimer: This
