E-MAIL: arthurl@baileys-emh5.army.mil, arthurl@baileys-emh5.army.mil. The Defense Travel System (DTS) will provide seamless and paperless travel services to all DoD travelers worldwide. DTS will be deployed on a phased basis over a three-year period beginning in April 1998. In support of this, the DTS Program Management Office (PMO-DTS) is soliciting information from business sources to provide the necessary personnel, equipment, and materials to provide public key infrastructure (PKI) services in support of the new Defense Travel System (DTS). The DoD travel certificate structure is based on the ITU-T x.509 v3 Recommendation and is compliant with Multilevel Information Systems Security Initiative (MISSI) extensions. The certificates will be verifiable by applications within the MISSI domain, for example, by cross-certification. Security tokens will be delivered to the user through means which are appropriate to the storage medium available, either hardware or software. Digital signature shall be accomplished using the algorithms defined in the Digital Signature Standard (DSS) FIPS 186, and the Secure Hash Algorithm (SHA-1), FIPS 180-1. The contractor will be required to support registration and key generation, and perform certificate generation, certificate distribution, certificate storage, and certificate revocation services for all DoD travelers. Additionally, the contractor will be accredited by a Government Designated Approving Authority. Address the following topics in your response: A synopsis of your experience to include the number of certificates you have issued worldwide and in DoD. Available contract vehicles from which these services may be obtained. An estimated cost for these services (specify one-time, recurring fixed, and recurring per-user costs). A scenario of how your solution will address each requirement.
