The Federal Aviation Administration, Western-Pacific Region, has a
projected requirement to do site demolition and site grading of
approximately 28 acres located on Mather Air Field (formerly Mather Air
Force Base) located outside the city of Sacramento, California, in
Sacramento County. Site demolition will consists of demolishing and
removal of all on-site structures and an asphalt-concrete driveway.
Upon completion of the demolition, the site shall be cleared and
grubbed for preparation of the grading. The majority of the site has
existing fill soils, which consists of sandy silt, clayey silt and
silty clay and are not uniformly well-compacted. The existing fill
soils, about 2 to 7 feet deep, overcultivation is required to obtain
suitable compacted soil on the site. The grading will provide final
grades in open areas, to below aggregate base elevations for the future
paving areas and to final pad elevation for the future building of the
Northern CaliforniaTRACON Facility. The Standard Industrial
Classification (SIC) code is 1794. The estimated dollar range for this
procurement is between $750,000.00 to $1,000,000.00. All work shall be
performed in strict accordance with the project specifications and

purposes for Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owed and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for transportation
related contracts. This is applicable to any eligible prime or
subcontract at any tier. The DOT Bonding Assistance Program enables
firms to apply for bid, payment, and performance bonds up to 1.0
million per contract. The DOT provides an 80 percent guaranty on the
bond amount to a surety against losses. Loans are also available under
the DOT Short Term Lending Programs (STLP), at prime interest rates to
provide accounts receiving financing. The maximum line of credit is
