Z -- SOLUTION ORDER CONCEPT CONTRACT FOR CONSTRUCTION/CONSTRUCTION RELATED PROJECTS AT PORT HUENEME-POINT MUGU-SAN NICOLAS ISLAND-CHINA LAKE, CA AND WHITE SANDS, NM SOL N47408-97-R-1844 DUE 063097 POC CONTRACT SPECIALIST, TERRY MOORE, CODE 27131, 805-982-2479 FAX technical inquiries prior to solicitation closing to 805-982- 9121, Attn: Terry Moore, Code 27131. Information regarding ordering plans and specifications is provided at the end of this announcement. This solicitation will result in award of three (3) separate Indefinite Delivery Indefinite Quantity (IDIQ) Solution Order Concept (SOC) contracts to those responsible offerors whose offer conforms to the solicitation requirements and is the most advantageous to the Government price and other factors considered. All task orders will be negotiated on a firm-fixed price basis as discussed more fully below. Work involves design/build projects and other design work incidental to construction; renovation, alteration, and/or repair of facilities, facilities infrastructure, barracks, housing, and warehouses; major and minor construction (including MILCON); demolition; and any other Public Works related work such as maintenance, repair or replacement of plumbing, electrical, or mechanical systems; and flooring, painting, paving, roofing, asbestos and lead abatement. The SOC contracts will be used primarily for projects located at Port Hueneme and Point Mugu, CA; but includes satellite loctions of NAWCWPNS at San Nicolas Island, CA, China Lake, CA, and White Sands, NM. Task orders issued on the SOC contracts will be competed among the SOC contractors based on either a best value (including technical and other factors) or price alone. The SOC contractors and Government team will jointly scope and job walk, as appropriate, all work prior to competing task orders. Not all task orders will have 100% designs available. Some task orders will be jointly scoped based on conceptual designs or sketches. Failure to participate responsibly in the joint scoping and competitive bidding of each task order may result in the Government not exercising its option to extend services and/or forfeiture of the SOC contract minimum guarantee. Where 100% designs are not available, the project will be jointly scoped/designed only to the extent necessary to clearly identify work parameters, performance expectations, and other considerations affecting cost. There will be no substantial design work required as part of task order competitions. Only the SOC contractor receiving the task order award will be required to complete designs, as necessary, to accomplish the work as part of the firm-fixed priced task order. Only the selected SOC contractors will be permitted to participate in task order competition. The evaluation criteria for task order competition is not protestable. Each SOC contract will be awarded for a one year base term with two one-year options to renew the contract term. A minimum guarantee of $25,000 applies to the base year only. Each SOC contract will have a total ceiling price of $15,000,000 for the entire contract term. Construction schedules will be negotiated and specified in each task order. Award of the SOC contracts will be based on technical factors including (1) Experience, (2) Project Management/Work Scheduling Methods, (3) Past Performance, and (4) Subcontracting Approach and proposed price reasonableness and realism based on comparison of offerors direct and indirect rates and profit. Technical and price factors are approximately equal in value. The SOC contracts will be awarded simultaneously based on the minimum guarantee of $25,000 using the same evaluation criteria. If funding is not immediately available at the time of award, the minimum guarantee will be obligated subject to the availability of funds clause of the contract. In the event one or more of the SOC contractors is unable to competitively secure a task order award sufficient to meet the minimum guarantee, award factors may be modified to ensure each participating contractor is awarded task orders to meet the minimum guaranteed amount. Proposals from other contractors will not be accepted for work identified as a SOC task order. A minimum of two SOC contractor proposals will satisfy the competitive requirements of SOC and preclude the necessity of soliciting for a replacement contractor if for any reason one of the contracts is terminated or one of the contractors is not able to participate in the task order competition.
