All IOC solicitations are available for viewing/downloading, in addition to procurement history, via the AAIS. The AAIS is accessible electronically 24 hours a day via modem at (309)782-7648. Issue Date: 02 May 97, Bid Opening Date: 23 May 97, This Cooperative Agreement is solicited under the authority of Executive Order 12900, and 5 U.S. C Section 7201 under which executive departments and agencies are directed to actively advance the educational opportunities of African and Hispanic Americans to the extent permitted by law. The use of a Cooperative Agreement is authorized under the Federal Cooperative Agreement Act, 31 U.S. C Section 6301 rt seq and 505 DM, Chaper 2. The Industrial Operations Command intends to contract with the National Association for Equal Opporunity Servics, Inc., and the Hispanic Association of Colleges and Universities to administer a summer internship program designed to incourage and support minority students currently under represented in the workforce. These interships will provide the opportunity for participants to gain hands-on experience at the Industrial Operations Command in the students' area of study in preparation for employment after graduation.
