Frank Gomez 208/387-5347 This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Part 12,
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. Request for Proposals 49-97-11 Infrared Line Scanner upgrade.
All clauses incorporated herein by reference are those in effect
through Federal Acquisition Circular 45. Proposals are required to be
submitted by Close of Business June 6, 1997. Proposals will be mailed
to National Interagency Fire Center, Contracting, 3833 S Development
Ave, Boise, ID 83705-5354. Individual to contact for additional

Proposals submitted will be evaluated on the following criteria: (1)
How Offerors will accomplish the specified requirements as stated
herein, (2) Past performance and experience on similar type systems,
and (3) Price. DAEDALUS Corp. is the manufacturer of the model ABS 3500
and has full and complete knowledge of its characteristics and design.
Other suppliers/vendors with experience in Daedalus IR line scanner
systems integration with hard copy real-time image recorders will be
considered and are invited to submit their proposal. The USDA-Forest
Service (FS) requires an upgrade on two (2) existing DAEDALUS Airborne
Bispectral Line scanner systems, model ABS 3500; the Forest Service
intends to procure an upgrade to one system this Fiscal Year (FY) and
requests an option to upgrade the second system the following FY
contingent on Funding Availability. Offerors will need to attain the
pertinent technical information of the system to accomplish the upgrade
through DAEDALUS Enterprises, Inc. These line scanners were procured
with 2.5 milliradian detectors, one MCT 8-12 micron detector, and one
INSb 3-5 micron detector. The systems have had several upgrades
performed by DAEDALUS that may make it unique to the FS. The system is
used for wildfire detection and mapping. The system acts as a sensor
for the FIREFLY system (a wildfire detection and mapping system)
developed by Jet Propulsion Laboratories and upgraded by the U.S. ARMY
Missile Command. The Forest Service requires that the DAEDALUS ABS
3500 system be upgraded to include the following: The 1.25 mr
Detectors, IFOV upgrade shall maintain the NEDT<0.2 degrees C and
the 86 degrees TFOV of the ABS 3500 system. Provide a pixel size not to
exceed 12.5 ft X 12.5 ft from all altitudes (AGL) between 2000 and
10,000 feet. Deliver a buffered nonsaturating output from the mid-wave
(3-5 um) and the long-wave (8-12 um) IR detectors for the input to
FIREFLY system while maintaining a separate set of high-gain pre-amps
for use by the Daedalus ABS 3500 system. Compute, in real-time, V/H and
S-bend geometric and hot spot detection and enhancement for a real-time
display and printer. Print a real-time strip chart image on at full
spatial resolution. Display a compressed (600 pixel max) image on video
monitor. System will be tested for compliance and a report of the
results will be conveyed to the COR (Contracting Officer's
Representative) 2 weeks prior to delivery. Offerors shall conform to
the following Federal Acquisition Regulations and be required to submit
information as noted after each clause. Clause 52.212-1 Instructions to

Furnished Property. Period of Performance: July 1, 1997, through March
1, 1998. Government Furnished Property: The Government will make
available a DAEDALUS ABS 3500 system. Available October 1, 1997.
Warranties: Contractor guarantees the modification and work forthe
upgrade of the Daedalus ABS 3500 for a minimum of 90 days. In the event
of equipment malfunction, the Contractor shall provide the parts,
labor, and shipping costs to repair the equipment due to the upgrade.
