all labor, materials, equipment, transportation and services necessary
to excavate holes, supply and deliver trees, shrubs, peat moss, and
trunk/bark guards to Eielson AFB, Alaska. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This solicitation is a 100% total
small business set-aside under the standard industrial classification
code 0181 and a $.5 Mil small business size standard. Only responsible
small business concerns that submit a quote which, if timely received,
shall be considered for award. This solicitation is issued as an
invitation to bid with F6550397B0014 as the bid number. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circulars 90-46 dated 07 Mar 97.
The government contemplates award of an Indefinite Delivery Indefinite
Quantity contract resulting from this solicitation with a period of
performance starting at contract award date through 30 Sep 97 and no

contract less than the MIN Obligating QTY. ALL TREES MUST BE GROWN
WITHIN A 100 MILE RADIUS OF EIELSON AFB, AK All clauses and provisions
incorporated in this document by reference have the same force as if
they were in full text. Provision 52.212-1: Instructions to
Offerors-Commercial Items (OCT 1995) applies to this solicitation and
is incorporated by reference. Evaluation for award will be on the basis
of price and price related factors. Also applicable to this
solicitation and incorporated by reference although not included within
the contents of this synopsis/solicitation is provision 52.213-3 and
DFARs addenda 252.212-7000: Offeror Representations and
Certifications-Commercial Items (OCT 1995). All interested offerors
should request Representation and Certification forms from the
contracting office, completely fill them out, and submit with
correlating bid quote. Clause 52.212-4: Contract Terms and
Conditions-Commercial Items (OCT 1995) includes all applicable terms
and conditions which are, to the maximum extent practicable, consistent
with customary commercial practices and is incorporated in this
solicitation and contract by reference. Clause 52.212-5 and the DFARs
addenda252.212-7001: Contract Terms and Conditions Required to
Implement Statutes Or Executive Orders-Commercil Items (JAN 1996),
applies to this solicitation. Additional addenda incorporated by
reference which applies to this solicitation and subsequent contract:

Mandatory Information for Electronic Funds Transfer Payment (AUG 96)
ORDERING, DELIVERY, AND INVOICING PROCEDURES I. ORDERING 1. Contractor
shall be available during normal business hours. i.e. 9-6 Mon.-Fri. 2.
All (IDIQ) delivery orders will be placed by the contracting office and
will include the quantity of the desired CLIN, the address for
delivery, and place for hole excavation. II. DELIVERY SCHEDULE 3. As a
minimum, contractor shall deliver trees, shrubs, trunk/bark guards,
and bags of peat moss weekly on Tuesdays and Fridays. 4. Contractor
shall not deliver trees prior to holes being dug. III. INVOICING 5.
Contractor shall have FAX capability. 6. Contractor shall invoice
monthly for number of trees, shrubs trunk/bark guards, and bags of peat
moss issued. Upon request of Representations and Certifications in
52.213-3 you will also receive a copy of 52.212-5 in full text. The
contract will have a period of performance from contract award date
through 30 September 97 with no option years. Bid opening will be held
in the Contracting Conference Room #207 on 29 May 97 at 1400 hours. No
Faxed Bids will be considered for evaluation. If there are any
