Department of Energy (DOE), is interested in providing assistance with
Superconductivity Partnership Initiative (SPI). The objective of the
SPI is to accelerate the introduction of High Temperature
Superconducting (HTS) components and equipment for electric power
systems by using vertically integrated industry teams composed of a
product manufacturer, an HTS wire/coil manufacturer, and an end-user
having test site capability. The intent is to make multiple financial
assistance awards to industry-led teams to encourage the development
and commercialization of HTS components, devices, sub-systems or
systems to be used by electric utilities or their customers. The
purpose of this solicitation is 1) to develop HTS components or systems
that are in the research and development stages, and 2) to develop
complete full scale HTS systems or subsystems which are in the
pre-commercialization stage. The SPI awards will be cost-shared
Cooperative Agreements between the industry teams and DOE. This
solicitation combines the aspects of earlier SPI solicitations by
requesting applications for projects of research and development of
sub-scale HTS components and subsystems, or the development of
full-scale pre-commercial power application prototypes. It is intended
that these projects will also develop enabling components in parallel
with HTS product-related development. The parallel product-related
development includes development and demonstration of non-HTS
components such as the cryostat design, refrigeration and power
semiconductor devices. The application should that these systems
include stand- alone or distributed electricity generation also include
an energy and economic benefit analysis, technical performance
expectations, product or system design studies and a business plan of
product introduction. DOE will only make awards to recipients that are
private-sector firms. The recipient can include business partnerships,
joint ventures, individual commercial firms, or other business
relationships between such organizations as profit or non-profit
corporations, educational institutions, etc. All respondents must
propose to cost-share at least 50% of the total project cost from
non-federal sources. Awards under this solicitation will be cooperative
agreements, with a term of up to three years. It is anticipated that
the solicitation will be issued on or around May 19, 1997, and will
contain detailed information on funding, cost sharing requirements,
eligibility, application preparation, DOE proposal evaluation criteria,
and the proposal selection process for awards. Responses to the
solicitation will be due 45 days after solicitation release. To obtain
