A -- HIGH ENERGY LASER (HEL) SCIENTIFIC, ENGINEERING AND PROGRAM SUPPORT FOR THE TECHNICAL OPERATIONS DIRECTED ENERGY DIRECTORATE AT THE BALLISTIC MISSILE DEFENSE ORGANIZATION SOL SDIO84-92-C-0008 DUE 050197 POC Mr. Robert F. The Ballistic Missile Defense Organization (BMDO), Technical Operations Directed Energy Directorate (BMDO/TOD) plans to issue a sole source contract extension to W. J. Schafer & Associates to continue HEL/SETA support services under Contract SDIO84-92-C-0008 for a period of nine months from July 27, 1997 through April 27, 1998. This is a cost-plus-fixed-fee, indefinite delivery, indefinite quantity, level of effort, task order type contract. The required support concentrates on HEL technologies and supporting Acquisition, Tracking and Pointing (ATP) programs. The breadth of laser technologies encompassed here includes near-term concepts such as mid-wavelength infrared (IR) chemical lasers as well as concepts involving short wavelength IR and visible chemical lasers and free electron lasers (FELs). The scope includes independent research, development, and design as well as Scientific and Engineering Technical Assistance (SETA) support to assist BMDO/TOD in performing the required HEL technology identification and development, and test and evaluation efforts. This continuation of services is required because the follow-on acquisition entitled High Energy Laser (HEL) Scientific, Engineering, and Program Support for the Directed Energy Directorate (Solicitation HQ0006-96-R-0015), which was synopsized as a full and open competitive acquisition under CBD announcement 96-27 on November 1, 1996, is held in abeyance pending an internal BMDO program review. The Government intends to post any future information related to this RFP on the BMDO Acquisition Reporting Bulletin Board (BARBB). Award of the modification for continued performance under contract SDIO84-92-C-0008 will be made pursuant to 10 U.S.C. 2304(c)(1), only one responsible source, based on a determination that award to any other source would result in unacceptable delays in fulfilling BMDO requirements for scientific, engineering and technical assistance. BMDO intends to release a Request for Proposals (RFP) for solicitation of the follow-on requirement by October 1997.
