919-541-4392 The Environmental Protection Agency has a requirement for
testing and analytical services in support of Federal fuel programs.
The contractor shall 1) obtain access to various test fuels including
reformulated gasolines in order to determine or verify key fuel and
or/additive specifications such as octane rating, boiling point range,
vapor pressure, content of constituents (e.g., aromatics, olefins) and
chemical content (e.g,. metals, sulfur), 2) test, possibly on a
short-turnaround basis, internal combustion engines and the following
types of fuels; conventional, gasoline, reformulated, oxygenated, and
experimental fuels, 3) provide sampling and analysis of regulated and
unregulated pollutants, 4) perform emissions speciation analyses on the
collected samples of regulated and unregulated engine or vehicles
emission products for which analytical methods are currently available,
5) provide technical analytical support,including review and summary of
public comments, air quality modeling and monitoring data analyses, and
economic analyses in support of fuel programs and regulations, 6)
provide support for public hearings, meetings, and workshops related to
the technical analysis of public comments, air quality modeling and
monitoring data, and economic data in support of fuel programs and
regulations, 7) conduct statistical analyses of data obtained from
testing or other sources identified by the EPA and draw appropriate
statistical inferences from the data, 8) conduct literature and data
base searches and reviews on topics related to these requirements, and
9) obtain in-use engines or vehicles of various model years for
vehicle/engine testing. This is not a follow-on procurement. EPA
anticipates the award of a cost-plus-fixed-fee level of effort type
contract for a total of 87,500 labor hours consisting of a base
requirement of 17,500 hours. In addition, the contract will allow for
four twelve month options for 17,500 hours each. SIC No. 8748 applies;
size standard of $5M in average annual receipts over thelast three
years. It is estimated that the RFP will be issued approximately
06/11/97 as a 100% small business setaside. Proposals will be due
thirty days after the RFP issuance date. The solicitation and
amendments will be available via the Internet World Wide Web at
http://www.epa.gov/oam/rtp cmd. Firms are encouraged to access the
solicitation and amendments via Internet. If you will be obtaining a
copy of the solicitation via Internet, it will be your responsibility
to frequently check the same site where the solicitation is posted for
any amendments. Firms who do not have the capability to obtain the
solicitation from Internet, may submit a written request for a diskette
with the solicitation in WordPerfect 6.1 format from the contact point
at the above address; however, only those firms who do not have the
capability to obtain the solicitation from the Internet should request
diskettes. If you request a diskette of the solicitation, you will
receive amendments by mail, unless you notify us otherwise. Telephone
and fax requests will not be honored. Only one copy shall be sent to a
corporate entity, regardless of the number of requests from one or
more different locations. A copy of the preliminary source list will be
issued to all prospective offerors along with the solicitation. All
responsible small business sources may submit a proposal which shall be
