The Pueblo Dam is located on the Arkansas River about 6 miles upstream and west of the city of Pueblo. The dam is a combination of earthfill with a massive-head buttress type spillway structure. This dam is currently under review as a portion the U.S. Bureau of Reclamation Safety Evaluation of Existing Dams program. Of consideration is the overall condition the dam. Hydro Quebec, as a portion of its research and development program for needs within Hydro Quebec, has developed a remotely operated underwater vehicle for the inspection of features. In a cooperative research demonstration, the USBR intends to contract with HQ to accomplish the following work tasks: 1. Provide precise scanning of the upstream face of the dam with exact 3-D positioning (+/- 2 cm) of anomalies in the dam surface. 2. Provide surface mapping of the dam using sonar. 3. Test sonar capabilities to provide testing at limited depth into the surface. 4. Provide a 3-D graphics database of video coverage and any anomalies. 5. Provide capability to quickly return to anomolies for on-site viewing by staff. Reclamation believes that the combination of precise 3-dimensional positioning and control of the robot, digital database access to the visual information, production of a 3-D image of located features, ability to measure anomolies, ability to map 3-D surface features (with some penetration capability) with sonar, and experience of Hydro-Quebec in use on their own dams offers a unique service.Minimum capabilities for evaluation are the precise presentation, location and dimensions, of any dam anomalies in 3 dimensions, the ability to readily review visual information of any features, and the ability to revisit features on site. Highly desirable features are the ability to map information and to provide testing of nondestructive evaluation capabilities. This is not a formal solicitation. However, concerns that response shall provide detailed data concerning their capabilities and may request to receive a copy of the soliciation whenand if it becomes available.
