HISTORIC ARCHITECTURE EVALUATION NAVAL AIR STATION, PATUXENT RIVER,
MARYLAND N62477-97-C-3046 The OIC/OICC is currently seeking sources for
the preparation of a naval aviation historic context and subsequent
evaluation of structures for historical significance based upon that
accepted context. All work shall be conducted in accordance with all
applicable Federal and State laws, regulations, and guidelines.
Development of historic context work shall include, but is not limited
to: (1) Interviews with significant participants in, and knowledge
bearers of the history of Patuxent River Naval Air Station, and the
field of naval aviation in general. Secondary sources should be
considered, but not referenced as the substantive bases for development
of the context. Primary sources are essential. (2) Archival research at
Patuxent River NAS, and other reputable repositories of information
such as the National Archives, the Naval Historical Center, and the
Smithsonian Institution is an anticipated part of the scope of this
task. (3) The A-E shall coordinate with the State Historic Preservation
Office (SHPO) by providing SHPO with regular progress reports and
findings. The SHPO shall review the project progress and findings.
Progress reports and material review may be accomplished by scheduled
meetings determined by the SHPO and Public Works Natural Resources
Office. Evaluation of applicable structures shall include, but is not
limited to: (1) Evaluation of the Naval Air Station as an aviation
facility comprised of functional districts that, in themselves, and in
their correlation to one another, contribute to the historical
significance of Patuxent River. (2) Evaluation of significance and
potential eligibility for National Register listing of individual
structures relative to context. Existing Conditions/drawings:
Individual Historic Building Inventory Forms have been completed for
all 50 year old, or older, Navy built structures on NAS as of 1994.
Structures which pre-date Navy acquisition have not had inventory forms
completed. These forms will be available as needed. Current Station
facility maps and access to NAVAL FACILITIES ASSETS DATA BASE (NFADB)
will be provided by the government. Archival structure floorplans and
drawings will be provided, as available, by the government. Field
Investigation: The A-E shall evaluate all 50 year old or older
structures, approximately 380, for significance within the naval
aviation context. Photographic documentation will be required for those
structures that have reached the 50 year old threshold between 1994 and
2000. Any alterations to structures subsequent to the original 1994
survey will be documented. All photography shall be conducted in strict
accordance with current NAS photographic policies. The project will
result in a firm fixed price contract. Selection evaluation criteria
will include: (1) Specialized experience of the firm historic
architectural evaluation. (2) Professional qualifications of the firm
and staff proposed for performance of the project; (3) Past performance
on contracts with respect to cost control effectiveness; (4) Capacity
to accomplish projects within required time; (5) Past experience, if
any, with respect to DOD contracts; (6) The firm's quality
assurance/quality control program to ensure coordinated, technically
accurate plans, specifications and cost estimates; (7) Ability to
sustain loss of key personnel while accomplishing the work within the
required time limits; (8) Utilizing CADD and its compatibility with the
Autodesk Autocad Release 12 format; (9) Utilizing Specsintact. Each
firms past performance and performance ratings will be reviewed during
the evaluation process and may effect the selection outcome.
Architect-Engineer firms which meet the requirements listed in this
announcement are invited to submit completed Standard Forms 254
Architect-Engineer and Related Services Questionnaire and 255
Architect-Engineer and Related Services Questionnaire for Specific
Project to the office shown above. Site visits will not be arranged
during the advertisement period. This proposed contract is being
solicited on an unrestricted basis. Only firms responding to this
announcement by close of business on the 30th day from the CBD
publication date will be considered. Firms having a current SF-254 on
file with this office may also be considered. This is not a request for
