Standards and Technology (NIST) is a research and development (R&D)
facility with 32 buildings located on a 232 hectare site in
Gaithersburg, Maryland. The majority of the buildings are of brick
exterior construction and are approximately 29-34 years old. There are
approximately 185,000 g.s.m. of R&D space, 32,515 g.s.m. of office
space, and 21,830 g.s.m. of service space on the NIST site. Projects
include the evaluation, renovation, modification, replacement, and
upgrading of building mechanical and electrical systems. The work
includes field investigation, surveying, and document preparation.
Document preparation includes engineering feasibility studies,
conceptual designs and reports, contract drawings and specifications,
design calculations, cost estimates, and project schedules. Specialized
qualifications include experience in the evaluation and refurbishment
of building mechnical and electrical systems especially in terms of
campus type facility or similar large scale facility. The principal
field of professional expertise required will be the mechanical
evaluation and refurbishment of building HVAC, fire protection and
electrical distribution systems, although some projects may require
plumbing, structural, civil, and architectural capabilities. These
services will be provided for a base period of 12 months with three (3)
12 month option periods. An indefinite delivery/indefinite quantity
(IDIQ) contract is anticipated under which fixed price delivery orders
for specific services will be negotiated on an as needed basis. This
contract will have a minimum $2,500 annual monetary limit and a maximum
annual monetary limit of $500,000. Criteria to be evaluated in the
selection of an A&E firm include: (1) recent specialized experience of
the proposed design team on building mechanical and electrical
projects and contracts; (2) professional qualifications of the present
staff and consultants, if any; (3) previous federal design experience
for laboratory building projects; (4) ability of the firm to respond
to specific tasks within the required time frame; and (5) location of
the firm within the general geographical area of NIST, Gaithersburg, MD
campus. This requirement is limited to small business A&E concerns --
SIC Code 8711, Size Standard $2.5 million. Qualified firms are invited
to submit completed Forms 254 and 255, U.S. Government
Architect-Engineering Qualifications. Data should be submitted within
30 calendar days after the date of this announcement. This is not a
