F -- CHEMICAL CHARACTERIZATION, TRANSPORTATION AND TREATMENT OF HAZARDOUS WASTES FOR THE WALLA WALLA DISTRICT CORPS OF ENGINEERS WESTERN PROJECT SOL DACW68-97-B-0018 DUE 062597 POC Contract Specialist Sandra A Thomas (509) 527-7221 (Site Code DACW68) The U.S. Army Corps of Engineers, Walla Walla District intends to issue a solicitation for the chemical characterization, transportation, and treatment of hazardous wastes generated by the District's Western Project at McNary Lock and Dam, Ice Harbor Lock and Dam, Lower Monumental Lock and Dam, and the Pasco Maintenance Facility. It is the District's intent to ensure timely treatment of hazardous wastes in strict accordance with applicable Federal and State regulations. The District intends to contract for the disposal of waste products with qualified Contractors owning and operating Treatment, Storage and Disposal Facilities (TSDF) in Oregon, Washington and Idaho. These facilities are regulated by the Environmental Protection Agency (EPA) Region 10, Washington Department of Ecology, Idaho Department of Environmental Quality, and Oregon Department of Environmental Quality. The District's intend is to award a firm fixed price, reguirements type contract for a basic and four option years. Waste materialscovered under this solicitation are divided into 10 categories as follows: (1) used oil, (2) waste oil, (3) oil/water mixture, (4) grease, (5) paints and solvents, (6) oil absorbents, (7) special waste solids, (8) hazardous waste solids,(9) lighting waste, and (10) specialty wastes. This notice is not an invitation for bid, but notice that a soliciation will be issued for these requirements. All responsible firms may submit a bid that will be considered by this agency. If a large business is selected for this contract, it must comply with Federal Acquisition Regulation (FAR) 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for the Walla Walla District are: (1) at least 55% of a contractor's subcontracting amount be placed with small business (SB), including small disadvantaged business (SDB) and woman-owned small businesses (WOSB); (2) at least 8.5% of a Contractor's intended subcontract amount be placed with SDB; and, (3) at least 3% of a Contractor's intended subcontract amount be placed with WOSB.
