Immigration and Naturalization Service intends to award a sole source
contract for professional criminal justice support services under the
authority of FAR 6.302-1, only one responsible source and no other
supplies or services will satisfy agency requirements. The INS
established the National Crime Information Center (NCIC) Program as the
primary resource for identifying aggravated felons suspected of being
aliens. The INS has recently become a major user of the Federal Bureau
of Investigation's (FBI) NCIC System, the largest automated criminal
justice information center in the world. INS must implement its
strategic plan, in which NCIC technology plays a major role, and
anticipates growth and expansion of the NCIC Program. To further its
mission, INS intends to award a fixed-price, indefinite quantity type
service contract to Nemecek Associates, L.L.C., 1312 Namassin Road,
Alexandria, VA 22308, telephone (703) 765-9788. The contemplated
contract will be for a period of one year, with four one-year option
periods. Nemecek Associates, L.L.C., possesses unique indepth knowledge
of both the FBI's and INS's NCIC Systems, as well as state/local
criminal justice systems relevant to INS use and interface with the
deported felon and wanted person files within NCIC. This firm is
required to provide expert program planning and management services,
including preparation of a requirements analysis which examines all
NCIC operations and options to set up a Headquarters NCIC Program
Office, as well as decentralize NCIC access to INS field offices.
Deliverables will include: strategic plan and annual update;
cost/budget projections for FY98 and future budgets; automation upgrade
requirements plan; NCIC training program; field audit program and
quality assurance program. This is not a request for proposals. In
accordance with FAR 5.201, this sources sought notice is published and
all responsible sources may submit a cost and technical offer which
shall be considered by the agency. Such proposals will be considered if
received within a period of two weeks from the date of publication of
