Oceanic & Atmospheric Administration (NOAA) proposes to negotiate on a
sole source basis with the North Carolina State University, to provide
follow on services in a thorough long term study to determine the
variability of aerosol properties and additional ancillary measurements
to develop a thorough understanding of the microphysical properties of
the aerosols. This involves the collection of light-scattering data to
be used in the interpretation of other measurements of visible, IR, and
UV downwelling irradiance made at the Black Mountain and Mount Mitchell
sites. The measurements will be used to determine the regional optical
properties of aerosols and their variations, which will also lead to
the design of a compact system that can be easily transported and
deployed at other sites and flown on an aircraft platform as well. The
measurements to be obtained are: a) broadband solar, IR, and UV
irradiance from the Mt. Mitchell site and from a 30 ft. tower located
about 1 km lower than the mountain site; b) diffuse and direct spectral
solar irradiance in 5 bands ranging from approximately 400 to 1000 nm
at both sites; c) light-scattering nephelometer measurements made from
both sites where at least one of the sites includes measurements at
three wavelengths and aerosol backscattering is measured concurrently
as well; d) aerosol size distribution measurements at least at one of
the sites; e) aerosol soot carbon content at one of the sites; f)
winds, temperature, and humidity at both sites; g) spectral UV and
total ozone column measurements made by a Brewer instrument at one of
the sites and h) diffuse and direct spectral solar irradiance in 7
bands ranging from 300 to 370 nm at one of the sites. Requirements
include: Analyze the light-scattering measurements for the
interpretation of other measurements of visible, IR, and UV downwelling
irradiance made at the two sites; analyze the other measurements to
give a complete understanding of the climatological variations in the
physical and chemical properties of the aerosols; oversee and maintain
the operation of the two research sites; deliver the collected
continuously-monitored light scattering data from the sites; data is to
be made available for analysis as the data becomes available.
Contingent upon the availability of government funds, five option years
will be exercised. It is not the intent of the Government to issue a
separate solicitation for this requirement. Interested sources
proposing to supply an equivalent item must submit a written
qualification statement by fax, clearly establishing capability to meet
the above requirements within 15 days from the date of this synopsis.
In the absence of other qualified sources, it is the intent of the
government to negotiate a sole source contract under the authority of
41 U.S.C. 253 (c) (1) with North Carolina State University, Box 7514,
Raleigh, NC 27695-7514 as this source is considered to be the only
