requires a contractor to provides services for the operation,
maintenance, repair, installations, and alterations of the plumbing,
mechanical equipment and systems, electrical equipment and systems, and
buildings at 3 Department of State sites -- Main State Building,
Washington, D.C.; Blair House, Washington, D.C. and International
Chancery Center, Washington, D.C. The principal building is the Main
State Building, which has 1.6 million occupiable square feet of space,
and has extensive and sophisticated mechanical and electrical
equipment and systems. The Contractor is responsible, except for
certain Government furnished property, for providing and managing all
the administrative and technical services, materials, supplies, and
equipment to assure effective and economical completion of the required
work. The solicitation shall contain several evaluation factors. Factor
No. 1 considers the offeror's or joint venture's past experience within
the last 5 years in carrying out comparable work, as well as the
quality of the offeror's or joint venture's past performance in
carrying out the work. This factor No. 1 is a go/no-go factor that the
offeror or joint venture must meet. Any failure to met this factor No.
1 mandates exclusion from further consideration and contact award. The
solicitation will require an offeror or joint venture to submit under
factor No. 1 the following information for the following items 1 to 6
for at least 3 separate contracts performed within the past 5 years:
Item 1 -- Function of facility and gross square footage of occupiable
square footage of office or related type space; Item 2 -- Type and size
of chillers operated, maintained and repaired, and areas served. Item
3 -- Type and size of equipment used to maintain critical temperatures
and humidity, and areas served; Item 4 -- Type and size of electrical
distribution systems (EDS) maintained and repaired; Item 5 -- Type and
size of uninterruptable power supply (UPS) systems operated, maintained
and repaired, and areas served; Item 6 -- Type and size of diesel
powered generators operated, maintained and repaired and areas served.
A facility is considered comparable in size and function to the Main
State Building if it is at least 500,000 occupiable square feet of
office or related type space per contract. Warehouse and/or storage
buildings are not considered to be of a comparable function, and are
not acceptable experience under this solicitation. If the offereor or
joint venture cannot meet this minimum size and function requirement,
its proposal shall be excluded from further consideration and award.
For items 2 through 6 listed above, an offeror or joint venture does
not need to have experience for all 6 items for each of the 3
contracts. However for the above items 2 to 6 the offeror or joint
venture must have in the aggregate of the 3 contracts experience for
each of the 6 items which is of a complexity and scope sufficiently
related to the complexity and scope at the Main State Building that
demonstrates that the offeror or joint venture has the experience to
fully provide the services required under this solicitation. Related
experience may be that gained by the offeror for joint venture
utilizing its own personnel in the performance of contracts, or gained
through the awarding of subcontracts, and the monitoring of the
subcontracts. A listing of the major equipment and systems at the Main
State Building will be set forth in the solicitation. If the offeror's
or joint venture's proposal does not clearly demonstrate sufficiently
related experience, the proposal shall be excluded from further
consideration and award. The acquisition shall be full and open
competition. The Standard Industrial Classification (SIC) code is 1799.
The solicitation will be for a contract for a base year and 4 option
years. The solicitation will be issued on or about June 4, 1997. Mail
