located in Tullahoma, Tennessee has an immediate requirement to
purchase a wash water purification system designed to remove free and
highly emulsified oils and detergents (including citrus based
detergents) prior to reuse or discharge to the sanitary sewer. The
proposed system must have the capability to reduce: * Highly emulsified
oil solution from 30,000 parts per million (ppm) oil and grease to
<1 ppm with no visible sheen; * Toxicity Characteristic Leachate
Procedure (TCLP) Lead from 5 ppm to <0.05 ppm; * Total suspended
solids from 5,000 ppm to <10 ppm; * Turbidity from 50,000 NTU to
<10 NTU; * Aromatics, Chloroalkenes, PCE, Nitroaromatics, and free
and complex Cyanides from 100 ppm to <1 ppm * Benzene, DCE, Phenol,
Carbon Tetrachloride, and TCE from 100 ppm to <1 ppm; * Vinyl
chloride, NDMA, TCA, Chloroform, 1,4-Dioxane, and Methylene Chloride
from 2 ppm to 1 ppm. The system desired will incorporate at least four
processes including: oil/water separation, emulsion splitting and
encapsulation, advanced oxidation, and mechanical filtration. The
automated system will process wash water at a minimum rate of 400
gallons per hour and provide indefinite storage for at least 4,000
gallons of purified water without biological degradation. Footprint of
the system and associated components shall be less than 900 square
feet. Utilities including: compressed air, electricity, water, and
sanitary sewer connection will be provided within ten feet of system
siting. A complete set of engineered drawings stamped by a professional
engineer registered in the state of Tennessee are required for
submittal to State Regulatory Authorities. The system must be delivered
and installed within 8 weeks of contract award. Transportation
Maintenance Equipment Corporation is considered to be the only known
supplier of the above requirements. Authority: 10 U.S.C. 2304(C)(1).
Justification: Supplies and services required are available from only
one known responsible source and no other type of supplies or services
will satisfy agency requirements. This is not a request for
competitive proposals. No solicitation documents, specifications, or
drawings are available. Simple requests for an RFP will not be
considered an affirmative response to this synopsis. Interested parties
may identify their interest and capability to respond to the above
