amendment 0001 to the subject RFQ. The purpose of this amendment is to
answer several vendor questions and extend the due date/time for
quotes. Question 1: In order to meet the stated requirements of the
solicitation in regard to GMDSS, vessels must have redundancy VHF DSC
voice communications in the sea area A-1. Please refer to 80.1105,
Maintenance Requirements, of 47 Code of Federal Regulations (47 CFR) As
such, does the Coast Guard desire multiple radios for its vessels?
Answer: The solicitation calls for a base quantity of 230 radios and 6
options lots of 10 radios per lot. Any reference to "redundancy" in 47
CFR applies to vessels and not the radios requested in this
solicitation. Question 2: The Solicitation states that the radios must
meet "CCIR" (now ITU-R) recommendation 825. Does this mean that the
Coast Guard wants the radios the operate on the following channels:
Simplex: 221A, 81A, 281A,22A,222A, 82A, 282A, 23A, 83A, 283A; Duplex:
84, 224, 24, 284, 2, 225, 85, 285, 26,226,86,286,27,227, 87,287,28?
Also what version of CCIR Recommendation 825 do you wish the proposed
equipment to meet? Answer: The radio must meet the version of ITU-R
recommendation 825 current as of April 15, 1997. Question 3: Section
1.3, B requires an integral control unit with the capability for at
least one separate remote control unit. The DSC Identification on each
radio can be programmed to identify what vessel it is installed in and
its location on the vessel. Given this, can multiple radios be used to
satisfy the integral control unit with a capability for a separate
remote control unit? Answer: The specification is clear. Each radio
shall consist of a main unit that can be controlled at its face and
have the capability to be controlled by a remote unit. Question 4: Do
you intend to have the proposed VHF-DSC equipment to be upgradeable to
work with MF/HF frequencies? Answer: No. Question 5: Do you need to
have a Push to Talk mike and Push to Talk handset to work at the same
time? Answer: No. Question 6: Thespecification calls for 110-120 VAC
operation. Does the Coast Guard need to have 24 VDC backup for this
radio also? Answer: No. In response to several other questions
regarding samples, each quoter must submit two product samples. All
questions must be received by 4:00 p.m. local time, May 7, 1997. Any
questions received after that date and time will not be considered.
Vendors that have previously submitted quotes may revise them at this
time. The due date for all bids and samples is hereby extended 2:00
