58 -- STIL STORE SYSTEM SOL MDA113-97-R0011 POC MSgt Karen Langdon (909)413-2231, FAX (909)413-2432, Contracting Officer Bill Gilmore, (909)413-2414 T-ASA March Contracting Office intends to negotiate a sole source contract with Accom Inc. under the authority of FAR 6.302 for a Video Still Store System for the Armed Forces Radio and Television Service-Broadcast Center *AFRTS-BC), March Air Reserve Base CA. The system shall consist of five (5) each Accom Inc. model Axess Sys-1 Basic System Nodes complete with model Axess BS-3 Transfer I/O Cards in each node. (Note: hereafter the combination of a Basic System Node with a Transfer I/O Card will be referred to simply as a node.) All nodes shall be configured for full still store capabilities including, but not limited to, image capture, recording of images to volatile memory buffers, recording of images to non-volatile long term memory storage, playback of individual stored images, playback of sequences of stored images, and image database management. The system shall be configured with a remote control panel for each node. Each remote control panel shall provide single stroke dedicated push buttons for Video Still Store System functions. The system also includes two Axess Extended Control Panel workstations (hereafter referred to as browse stations) only one of which is to be configured with a D-1 component serial digital output. The browse stations shall be capable of, at a minimum, image database management and playing back of individual stored images. Image capture is not required of browse stations. All nodes and browse stations shall be interconnected together to allow for the system wide access of both stored images and image database information. The system shall be configured with a command and control local area network which is separate from a serial digital video network. The Government will provide all ancillary equipment to encode and decode video between NTSC and serial digital video signals, hardware and cabling for the serial digital video routing system which is external to the Video Still Store System, and all ancillary hardware and cabling to interconnect the Axess Ethernet AUI interface to a Government provided 10-BaseT local area network. The Contractor shall provide operation and maintenance training to Government personnel. The Contractor shall furnish a one year standard commercial parts and labor warranty and five years of software support for contractor supplied software. This notice of intent is not a request for proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. (0127)
