A -- SUSTAINMENT AND PERSONAL EQUIPMENT AND COMMAND, CONTROL, COMMUNICATIONS, COMPUTER, AND INTELLIGENCE (C4I) FOR SPECIAL OPERATIONS COMMAND. Hart (410) 278-0878 (Site Code DAAD05) The Directorate of Contracting (DoC), Aberdeen Proving Ground (APG), is soliciting concepts for innovative research and development projects for two broad mission areas. The first mission area involves lightweight, low- volume survival, sustainment and personal equipment for Special Operations Forces (SOF). The types of systems/technologies include but are not limited to human sensory enhancement and performance amplification, enhancement for SOF ground mobility which may incorporate ground and air robotics platforms to reduce the burden of non-combat essential equipment and resupply, advanced learning, training and mission planning/rehearsal, threat detection technologies, for both fixed and mobile threats from remote or stand-off distances; these system should significantly improve individual SOF operator, combat diver/swimmer, driver, pilot, or crew member ability to detect threats and avoid obstacles in both favorable and adverse weather conditions, combat life saving, battle injury treatment and prevention, and veterinary services, protection from biological and chemical agents, and passive protection against directed energy. The second mission area involves projects pertaining to Command, Control, Communications, Computer, and Intelligence (C4I). Such projects shall provide the individual SOF operator with a centralized processing capability that enhances intra-team communications, navigation and allowance for real-time threat updates and access to a quick reference database. The technologies must be designed to be user friendly, durable, low weight, low bulk, low power consumption and configured to allow mission tailorability. Technologies must also allow for a short-range, low power, secure intra-team communications network, COMSEC, OPSEC (noise/light), LPI/LPD, multi-band operations, real-time imagery/sensor fusion, simultaneous transmission and reception, full spectral use, seamless GPS integration and automated power consumption and management. Technologies shall be able to operate in extreme climatic conditions and multi- environments and be compatible with standardized, open architecture technologies, such as integrated navigation, direction finding, security, IFF and automatic encryption/authentication. DoC is the procuring office for the Office of Special Technology (OST). OST is located in Fort Washington, MD and is the program office sponsoring the above mission areas. The information in this announcement, in conjunction with the information in the BAA package (that contractors will need to request), constitutes a solicitation of concepts from those offerors capable of satisfying the government's needs. No other information will be provided other than that information in the BAA itself. The government encourages non-profit organizations, educational institutions, small businesses, small disadvantaged businesses, government laboratories, and HBCU/MI's to submit research concepts for consideration. The BAA selection process will be conducted in three phases. The Phase I submission shall be a onepage vugraph chart with a cover letter citing the offeror's name, the point of contact, telephone number, address and title of the proposed technology. The Phase I submittal will be due no later than 30 days from the issue date of the BAA package. Phase I concepts received after that date will not be considered by the Government. Phases II and III are explained in detailed in the BAA package itself. Potential offerors are encouraged to request the BAA package from DoC as soon as possible to ensure compliance with the vugraph submittal deadline.
