The Contractor shall manage the NLS Youth79 survey and the NLS Women's
Survey for the Bureau of Labor Statistics (BLS), U.S. Department of
Labor. The Contractor shall assist BLS with the coordination with other
Federal agencies, with other NLS survey organizations, and with the use
of the NLS by the research community. The Contractor shall design and
develop questionnaries; prepare OMB clearance documents; collect survey
data for the Youth79; perform data creation, cleaning, and
documentation; perform data program and package maintenance; prepare
CD-ROMs for BLS and for public use; provide public user services;
develop the data base; provide descriptive analyses covering the
cohort; and engage in methodological studies relevant to the project.
The Census Bureau has performed the survey data collection and the data
reduction for the four original cohorts since 1966. The Census Bureau
will continue to perform the survey data collection and the data
reduction for the Women's survey through an interagency agreement with
the Department of Labor. Those Census performed duties are therefore
excluded from the proposed contract; however, all other functions
mentioned above associated with the Women's survey are the
responsibility of the Contractor. The period of performance will be two
years. Offerors must submit written requests for the solicitation and
those requests must reference the solicitation number (RFP L/A 97-24).
