The work to be performed includes the furnishing of all plant, labor, technical and professional services, supervision, tools and equipment, materials, and supplies; obtaining all necessary permits; and performance of all operations and incidentals necessary to furnish, install and test the complete electrical system and related work as described herein: 1) uninterruptible Power Supply (UPS) distribution; 2) 28 Volt Direct Current (DC) system; 3) Trunk Cable from SCD to TCC; 4) Remote Boxes (RB) and Cables; 5) Valve Wiring: 5,1 LN2 System, Nitogen Gas System, 5.3 Deluge and Hydraulic System, 5.4 LOX System, 5.5 LH2 System. 6) Communication and Publis Address System; 7) Video System; 8) Gas Detection System. This procurement is being conducted under the NASA MidRange Pilot Test Program approved by the Office of Federal Procurement Policy. This procurement is 100% Set-Aside for small business concerns. The estimated price range is between $1,000,000 and $5,000,000. All responsible sources may submit an offer which shall be considered by the agency. The solicitation will be released as soon as practicable whether prior or subsequent to May 23, 1997 with an anticipated offer due date of on or about June 24, 1997. The solicitation and any documents related to this procurement will be available over the Internet. The Specification and Drawings will be mailed under separate cover to those firms requesting copies. These documents will be in ASCII or RTF format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor this site for the release of the solicitation and amendments (if any). Hard copies may be obtained from the identified point of contact; however, the closing date for the hard copy received shall be the same as the solicitation, inclusive of any amendments, released on the Internet. An ombudsman has been appointed to hear concerns from offerors, potential offerors, and contractors during the preaward and postaward phases of this acquisition. The purpose of the ombudsman is not to diminish the authority of the contracting officer, or the selection official, but to communicate concerns, issues, disagreements, and recommendations of interested parties to the appropriate Government personnel and to work to resolve them. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes.
