synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This request for quotation,
RFQ-FPL-97-6, is for one Forklift Truck, 8000 lb. capacity, LP gas, to
be delivered FOB destination to the U.S. Forest Products Laboratory,
507 Highland Ave., Madison, WI 53705-2398. Inspection and acceptance at
destination. Contractor shall indicate time for delivery, but it is
desired before 10/97. When responding to this request, please indicate
on your outer envelope in the lower left-hand corner: "RFQ-FPL-97-6,
DUE: 6/10/97". The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
90-46. The Contracting Officer has determined that this acquisition
will be handled on an unrestricted basis. All sources may submit a
response which will be considered by the agency. FAR provision 52.212
(OCT 1995), Instructions to Offerors -- Commercial Items, applies to
this acquisition. SIC Code is 3537 with a size standard limit of 750
employees for the manufacturer to be considered as a small business.
Offerors are to include a completed copy of the provision at FAR
52.212-3 (JAN 1997), Offeror Representations and Certifications --
Commercial Items, with its offer. FAR Clause 52.212-4 (MAY 1997),
Contract Terms and Conditions -- Commercial Items, applies to this
acquisition. FAR Clause 52.212-5 (AUG 1996), Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items, applies to this acquisition. Additional FAR clauses
cited in this clause which are applicable are (b) (6, 7, 8, 9, and 10).
EVALUATION: Responses will be evaluated using simplified acquisition
procedures (FAR 13.106-2). Selection will be made from the source,
which in the opinion of the Government, offers the best value. The
criteria considered will be technical (capability of the item offered
to meet the agency need), price, and past performance. Responses shall
contain product literature and explanation of technical features,
warranty provisions and sources of local repair and maintenance. It
would be beneficial to compare technical features against the desired
target features listed below. The agency is also offering for trade-in
a government-owned Allis-Chalmers 6000 lb. capacity, LP gas forklift
truck, Model ACP 60 KCL, Serial # 508046. Selection will also take into
consideration the trade-in allowance in determining the best value to
the government. Amount offered for trade-in allowance should be listed
separately. ITEM DESCRIPTION: The USDA Forest Service, Forest Products
Laboratory requires a LP gas forklift truck for moving loads of
miscellaneous materials on laboratory grounds and within laboratory
buildings in a safe manner. The following are the desired target
features: Capacity -- Minimum lift capacity of 8000 lbs. at 24-in. load
center. Engine -- Six-cylinder LP gas engine with minimum 180 cu.in.
displacement. Transmission -- Power shift transmission with forward and
reverse speeds. Steering -- Power Steering. Braking -- Self-adjusting,
hydraulic power brakes with asbestos free linings. Tires -- Solid
soft-ride drive tires with traction tread, universal lug, and minimum
size of 8:25 x 15. Hydraulic Controls -- Three-section valve with three
levers for lifting, lowering and tilting of mast, and moving of
side-shifting carriage. Mast -- Minimum lifting height of 128 in.,
minimum 55 in. of free lift, maximum down height of 92 in. Outport
hydraulic cylinders or panoramic mast for increased visibility. Mast
cylinders positioned to outside edge of the mast frame to provide
excellent visibility through the mast carriage. Carriage -- Hydraulic
side-shifting class III carriage of 46.9 in. with a minimum of 48 in.
high load back-rest. Forks with a minimum length of 48 inches. Lights
and Alarm -- Stop/tail lights, backup lights, forward-facing
headlights, flashing amber light, and electric backup alarm. Cab --
All-environment metal factory-installed cab with front and rear window
wipers, hinged doors that lift off for easy removal, a minimum of
