SERVICES (VTS) SYSTEMS: The fiscal year 1997 DOT and Related Agencies
Appropriations Act and Conference Report directed the Coast Guard to
seek stakeholder input on VTS requirements and identify systems based
upon an open systems architecture maximizing the use of off-the-shelf
technology. In keeping with Congressional direction, the Coast Guard
intends to conduct system demonstrations of vendor VTSs in July/August
1997 in support of the Ports and Waterways Safety System (PAWSS)
Program. This is consistent with the Coast Guard's February 20, 1997
CBD announcement which stated our intent to use demonstration as a
gateway for further consideration under the PAWSS procurement. As a
result of industry comments on the February announcement we have
revised our approach to demonstrations. The Coast Guard intends now to
observe VTS demonstrations at vendor proposed site(s). The purpose of
these demonstrations is to identify vendors with existing,
off-the-shelf systems. The Coast Guard will observe vendor's working
systems at an operational site or other location. The Government team
will consist of about five members. The Coast Guard still anticipates
requesting proposals early in fiscal year 1998, subject to funding. The
following are the demonstration criteria: 1. The system includes
Automated Information/Identification System (AIS) and displays received
data. 2. The system provides automatic tracking of AIS equipped
vessels. 3. The system provides automatic radar tracking. 4. The system
provides geographical displays which use digital electronic charts. 5.
The system displays text data on vessels in the VTS area. 6. The
system display information, including geographical and text data, can
be resized and moved on the display(s). 7. The system has record and
playback capability and data is time tagged. Track data and
communication playback is synchronized. 8. The system has real time
report generation capability. 9. There is an existing customer system
documentation package. We anticipate that proposals will be requested
from only those vendors who meet the demonstration criteria. Vendors
shall provide the Contracting Officer a system block diagram with a
brief hardware and software list or description in advance of a
demonstration. Firms planning to participate in the demonstration shall
contact the Contracting Officer and identify the location(s) of the VTS
to be demonstrated, by 3 June 1997. Please E-mail your letter of intent
