Center for Mental Health Services (CMHS) within the Substance Abuse
and Mental Health Services Administration (SAMHSA)intends to award a
contract for national evaluation of children's mental heal service
programs. In 1994, a three year contract was awarded to evaluate 22
currently funded grants under this program. This contract will fund
evaluation in 6 to 9 additional program sites. The objective of this
evaluation is to fulfill the statutory requirements of PL 102-321 to
assess the effectiveness of the systems of care created by the grant
program, the Comprehensive Community Mental Health Services for
Children and Their Families Program. Under this authority, grants will
support a broad array of community-based, family-focused, coordinated
services for children with serious emotional disturbance to enable
communities to develop local systems of care which involve mental
health, child welfare, education, juvenile justice, and other agencies.
This includes the collection of longitudinal data to assess outcomes
for children and their families, effects of activities on the
utilization of hospitals and other institutional settings, barriers to
and achievements resulting from interagency collaboration in providing
community-based systems of care, and assessments by parents of the
effectiveness of systems of care. This contract will implement the
protocols and methodologies already developed by CMHS and approved by
OMB. Offerors must have the experience necessary to conduct multi-site
evaluations, experience in child mental health programs, state data
systems, knowledge of computer programming necessary to create and
update data files and knowledge to perform statistical analyses of the
data. The estimated date for issuance of this RFP is May 23, 1997 with
responses due thirty days later. This solicitation may be obtained in
either of two ways; electronically, by downloading a file from the
SAMHSA Bulletin Board System (BBS) at 1 (800) 424-2294 (8,N,1) or by
mail. Files will not be made available on the BBSuntil on or after the
estimated issuance date. Download instructions are posted on the BBS.
Once downloaded, you should determine if you have a continuing
interest in the RFP. If so, you must either write the individual
identified above that you wish copies of amendments to the RFP (if any)
sent to you by mail or check the BBS regularly for amendments which
will also be posted there and can be downloaded electronically. You may
choose either method for obtaining amendments. Note, however, that if
you rely on the BBS for obtaining amendments, at this time we have no
way to assure, and will therefore assume no responsibility for
assuring, you have downloaded these amendments. Requests for copies of
the RFP to be mailed must be made in writing and will be honored if
received within twenty calendar days after issuance of the
solicitation. Requests received after this period will be filled on a
first-come, first-served basis until the supply is exhausted; however,
there is no assurance that copies requested afterthe twentieth day
will reach the requestor before the due date for receipt of responses.
