INFORMATION: Indefinite Delivery Contract (Fixed Price-Type) will be
awarded for Various Military Hazardous Waste Cleanup Projects Primarily
at the JRTC/Fort Polk and other work assigned to the Tulsa District
Office. This is not a request for a proposal, and there is no bid
package. Contractors will be selected for negotiations based on their
qualifications submitted in accordance with this announcement. This
procurement is unrestricted. The contract is anticipated to be awarded
in September 1997. This contract is for a base year and four option
years with a total contract amount not to exceed $5 Million. The base
year and each option year are in an amount not to exceed $1 Million.
The maximum dollar limit per Task Order is $1 Million. Should the total
contract amount reach $1 Million prior to passage of 365 calendar days,
the option for an additional year and an additional $1 Million of work
and services may be exercised. Similar action is available on the
remaining years. Minimum award under this contract is $20,000 in the
base year and $10,000 in each option year. If a large business is
selected for this contract, it must comply with FAR 52.21-9 regarding
the requirement for a subcontracting plan on that part of the work it
intends to subcontract. The subcontracting plan is not required in this
submittal. 2. PROJECT INFORMATION: Work under this contract will
involve environmental related work at Fort Folk. Various sites will
require investigation as a result of past DoD operations on
approximately 120,000 acres. AE services required may include: site
investigations; subsurface exploration; chemical sampling, testing and
analyses; RCRA facility investigations; corrective measures studies;
treatability studies; pilot scale studies; engineering evaluations and
cost analyses; air emissions inventories and monitoring; human and
ecological risk assessments and other engineering studies and reports;
community relations; engineering design; preparation of plans and
specifications; cost estimating; field inspections; shop drawing
review; and other construction documents for a variety of hazardous
waste and environmental type projects. 3. SELECTION CRITERIA: See Note
24 for general selection requirements. Selection criteria: Items a
through d are the primary selection criteria listed in descending order
of importance. The criteria listed in paragraphs e through g will be
applied as a tie-breaker. a. Specialized Experience and technical
competence. In Block 8 of SF 255, cite whether the experience is that
of the prime (joint venture), consultant or an individual. Work cited
that is experience of the prime (or joint venture) from an office other
than that identified in block 3b shall be so labeled. Specialized
experience includes: familiarity with regulations and practices
pertaining to hazardous waste sampling, handling, transportation and
disposal within Louisiana, geographic information systems. All chemical
sampling analyses shall be done in accordance with EPA and Corps
methods. The A-E must demonstrate capability to provide drawings
compatible with the most recent version of Intergraph System's IGDS. b.
Capacity to initiate and complete the work within the time parameters
of the project. Firms should demonstrate strong ability to provide
comprehensive program and project management for complex work; strong
ability to provide comprehensive environmental technical and compliance
support; ability to provide necessary number of teams or crews for
complex and unexpected field, laboratory and regulatory compliance
support; ability to initiate, manage and complete multiple concurrent
delivery orders; ability to meet unforeseen schedule changes. c.
Professional capabilities. Responding firms shall demonstrate
capability and capacity in these disciplines: Civil, Environmental,
Chemical, and Process Engineering; Hydrogeology; and Industrial Hygiene
(CIH). Specialists are required in geology, hydrogeology, chemistry,
toxicology, risk assessment, industrial hygiene, RCRA permitting, Clean
Air Act permitting, community relations, GIS, and environmental law. d.
Past performance on DoD and other contracts with respect to cost
control, quality of work, and compliance with performance schedules. e.
Location of the firm in general geographical area of the project. f.
All large businesses are reminded that the successful firm will be
expected to place subcontracts to the maximum practical extent with
small and small disadvantaged firms in accordance with Public Law
95-507. This plan is not required with this submittal, but must be
approved prior to award to any large business. The subcontracting goals
for the Tulsa District are 65% for small business, including 10% for
small disadvantaged business and 5% for women-owned small business
concerns. g. Volume of DoD delivery orders awarded in the last 12
months to the prime A-E (cite in block 10 of SF 255) including date of
delivery order award and value. Limit Block 10 to no more than 10
pages. 4. SUBMITTAL REQUIREMENTS: See Note 24 for general submittal
requirements. Interested firms having the capabilities to perform this
work must submit one copy of SF 255 (and a SF 254 of the prime firm
and all consultants) to AE Contracts and Documents Section, 1645 South
101st East Avenue, Tulsa, Oklahoma 74128-4629. SF 255's and SF 254's
must be received in AE Contracts and Documents Section no later than
4:30 p.m. on June 9, 1997. The SF 255 should specifically address the
requirements of this announcement. Include in your submittal, a
proposed organization chart and a narrative description of how the
organization will function. Responding firms are requested to clearly
identify those tasks to be performed in-house and at what office, those
tasks to be subcontracted and at what office. Specify the address of
the office and key person that is assigned in Block 7C. Also, address
your firm's approach to Contract/Project Management and Quality Control
in Block 10 of the SF 255. Do not exceed 10 written pages for Block 10.
Firms failing to respond to these requirements may not be considered.
If firms/consultants listed on the SF 255 have a current SF 254
(submitted within the past 12 months) on file with the Corps of
Engineers' Architect-Engineer Administrative Support System (ACASS),
Portland, Oregon, they need not submit an SF 254. No other notification
is required. This is not a request for proposal (RFP). Personal visits
to discuss this contract will not be scheduled. Questions should be
