Engineering Organization Support Services The Department of State,
Office of Foreign Buildings Operations, (DOS/FBO) anticipates awarding
an indefinite quantity/indefinite delivery contract to a qualified
Architectural-Engineering firm to provide services in support of the
Department's new construction, facility rehabilitation and system
replacement, physical and technical security upgrade, construction and
renovation of communications facilities (information management and
emanation security systems), and building maintenance projects and
programs at various foreign service posts world wide as well as FBO
offices in Rosslyn, Virginia. The facilities at posts overseas are
either owned or leased by the Department and include embassies, office
buildings, warehouses, maintenance shops, and housing. The contract
will be for a two-year period from the date of contract award with
three (3) one-year option periods. The total fee under the contract
shall not exceed $3,000,000 per year for five (5) years or a grand
total of $15,000,000 and the Government guarantees a minimum of
$50,000.00 in services.. The number of task orders that will be placed
against the contract is undetermined; however, it is anticipated there
will be a high volume of task orders less than $10,000.00 each. A small
and disadvantaged business subcontracting plan is required. The
Contract will be for professional services including, but not limited
to: preparing facility assessments and comprehensive maintenance plans,
architectural and engineering studies, master plans, design and
construction contract scopes and statements of work, cost estimates for
design and construction, operation and planning support services, data
integration, CADD CD-ROM and site data archive services, site surveys
and reports, R & D efforts related to building design/construction,
the review of design documents prepared by others, and related studies
and analysis. No major design services are required under this
contract. These services shall require the following disciplines:
architecture (including historic preservation and landscape);
electrical, mechanical, fire protection and structural (including
blast/seismic design and civil/geo-technical) engineering; cost
estimating; and project management. Firms responding to this
announcement must have demonstrated management experience coordinating
the participating disciplines, and ascertaining and working within the
US Government's requirements and other applicable US and foreign laws,
codes and standards, e.g., preparation of design documents in metric
units, and the submission of construction documents in latest AutoCad.
The successful offeror shall have, or must be capable of obtaining, a
Secret facility clearance with secret safe holding issued in
accordance with the National Industrial Security Program Operating
Manual (NISPOM) (DOD 5220.22-M). Personnel proposed under the contract
must also have or be able to obtain DISCO personal security clearances
commensurate with a secret level of access. Firms responding to this
announcement on or before the closing date will be considered for
selection using the following evaluation criteria, which are listed in
descending order of importance (100 points maximum): a. Specialized
experience and technical competence in the preparation of facility
assessments and maintenance plans, architectural and engineering
studies, master plans, design and construction contract
Scopes/Statements of Work (SOWs), cost estimates for design and
construction; the review of design documents prepared by others;
project management; and related studies and analysis. Provide examples
for no more than seven recent projects -- 30 points b. .Professional
qualifications of the proposed staff in the disciplines of architecture
(including historic preservation and landscape architecture) and
electrical, mechanical, fire protection and structural (including
blast/seismic design and civil geo-technical) engineering, cost
estimating, and project management -- 25 points.c. Previous record :
performing technical contracts on schedule with Government Agencies and
providing services on a task order rapid response basis; coordinating
multi-disciplinary efforts, either in-house or with consultants; and
providing effective cost and quality control. Although previous
performance of a similar U.S. Government contract is not required, if
such a contract has been performed, the contractor must have performed
satisfactorily. Briefly describe internal quality assurance,
coordination, schedule and cost control procedures, and indicate
effectiveness by citing their successful use on no more than five
recent projects. If using subcontractors or consultants, describe how
you have successfully worked together to provide similar services under
a previous contract -- 25 points. d. Previous experience with overseas
facility projects, and knowledge of foreign building codes, standards
and construction practices -- 20 points. e. Demonstrated success in
prescribing the use of recovered materials (green buildings) and
achieving waste reduction and energy efficiency in facility design --
5 points. For each project identified in the responses to the foregoing
evaluation criteria, provide the name, address, and current telephone
number of a client representative and identify which members of the
proposed design team participated in the project.
Architectural-Engineering firms which meet the requirements of this
solicitation are invited to submit two (2) copies of Standard Form 254,
Architectural/Engineer and Related Services Questionnaire and two (2)
copies of Standard Form 255, Architect/Engineer and Related Services
Questionnaire for specific projects. All submittals must be received by
