This is a Notice of Intent that the National Institutes of Health under
the authoritiy of 41 USC 253(c)(1) intends to negotiate and award a
sole source contract to Eclipsys Corporation to continue to provide
software support servicses to the National Institutes of Health, (NIH),
Clinical Center Medical Information System (CCMIS or MIS) on-line
system used to support patiesnt care and clinical research activities
at the Clinical Center. Services to be provided shall include but not
be limited to the following: a. Provide periodic new systems software
that shall ensure the Clinical Center's ability to continue to operate
using IBM mainframes and current IBM operating systems software. New
systems software releases shall be made available to the Clinical
Center at the same time the contractor makes the release generally
available to client hospitals, However, by mutual agreement between the
contractor and the Project Officer, the Clinical Center may receive an
early release and act as a test site for a new release. b. Provide
periodic releases of new applications software. New applications
software releases shall be made available to the Clinical Center at the
same time the contractor makes the release generally available to
client hospitals. However, by mutual agreement between the contractor
and the Project Officer, the Clinical Center may receive an early
release and act as a test site for a new software release. The
applications software referred to is closely integrated with the
systems software, and include: Resource and Appointment Scheduling
(RAS)-Appointment and clinical resource scheduling software that is
tightly integrated with the CCMIS systems software Computer Based
Training-A development tools used to create Computer Based Training
courses for the use of the CCMIS. c. Provide periodic releases of new
communication and utility software. New communications and utility
software releases shall be made available to the Clinical Center at the
same time the contractor makes the release generally available to
client hospitals. However, by mutual agreement between the contractor
and the Project Officer, the Clinical Center may receive an early
release and act as a test site for a new software release. d. Provide
complete documentation with each new release of systems programs,
applications programs, and communications programs. The documentation
shall be adequate to enable the Clinical Center to successfully test
and install the new release without additional support from the
contract. If additional contractor support is required for this
purpose, it will be provided at no additional cost to the Government.
e. Maintain a 24 hour per day hotline, 365 days year, to receive
trouble calls relating to that portion of CCMIS software that is
provided by Eclipsys. The person responding on the hotline shall either
provide immediate technical support or refer the problem to a technical
expert who shall contact the Clinical Center within 24 hours following
the hotline call. f. Maintain a system to formally log and follow up
on written problem reports submitted by the Clinical Center. This shall
include an acknowledgement of receipt of each report and a preliminary
response within 10 days of receipt. g. Provide software corrections
and revisions in the form of new individual programs or new release
package. In emergency situations that warrant immediate attention,
provide paths to individual programs. Additionally, the governement
shall have a unilateral option to purchase additional software support
over and above that spelled out above. All responses must be written
and received within 45 calendar days from the published date of this
notice. Oral communication is not acceptable and will not be honored.
A statement of work is available upon request. Responses requesting the
solicitation without providing the required documentation shall not be
considered. There is no solicitation document. Concerns that respond
to this notice will be considered only if furnishing clear and
convincing documentation demonstrating their ability to meet, at a
minimum the stated requirements. Written responses should contain
sufficient technical information and a description of the proposed
system to be supplied which meets the requirements in order to permit
agency analysis to establish a bonafide capability to meets the stated
requirements and should be directed to Ann Argaman at the address
above. A determination by the Government to open the requirement to
competition based upon responses to this notice is solely within the
discretion of the Government. The Government will not pay for
preparation or submission of any information submitted in response to
