(FTA) intends to negotiate a non-competitive contract modification to
extend the period of performance of Contract No DTUM60-89-C-41007 with
Pennsylvania State University from September 23, 1997 to September 23,
1998, for continuation of new bus model testing services, as
Congressionally mandated. The contract was originally awarded on a
non-competitive basis to test new bus models acquired with FTA funds
after September 30, 1989. The existing facilities consist of laboratory
and office space in Altoona, PA, and nearby proving grounds which
accommodate testing. Potential sources must have access to vehicle
proving grounds within a 50-mile radius of the Bus Testing Facility
which is in Altoona, PA. Interested persons are invited to identify
both your interest and capability, in writing, by submitting a
qualification statement. Mere indication of your interest is not
sufficient. A response mut also indicate that you have the necessary
technical skills, qualified personnel, experience, and past performance
of similar work. Written responses to this announcement should be sent
