The United States Agency for International Development in Cambodia (USAID/Cambodia) is soliciting expressions of interest from qualified individuals to serve under a Personal Services Contract (PSC) as an Acquisition Specialist in Phnom Penh. The PSC is for a period of twenty-four months, with the possibility of extensions,with work expected to begin approximately October 1, 1997. Salary will be based on the content of the tasks to be performed and will be in the range of US $32,000 to $46,000 per year depending upon the qualifications and salary history of the selected individual. Qualified US citizens will be given preference but US citizenship is not required. In addition to salary, the contract will provide for housing, utilities, travel and transport of household effects to post, a 25% hardship post differential, up to a high school-level education for dependent children, and other allowances as authorized under the AID Acquisition Regulations (AIDAR). General responsibilities: The Acquisition Specialist shall be based at USAID/Phnom Penh and report to the Contracting Officer. Specific responsibilities will include assisting in all aspects of managing a large USAID procurement operation, and will require substantial personal initiative. The incumbent must have experience with and be able to immediately apply acquired knowledge regarding both contracts and grants, at the pre-award, award, and administration stages. The incumbent will be expected to train local Cambodian staff in USAID contracting procedures. Required/Preferred Qualifications and Experience: A. Experience in business plus substantial hands-on experience in an international public sector procurement office, Detailed knowledge of USAID procurement procedures is preferred. B. Familiarity with and understanding of USAID's documentation and implementation procedures is desired, C. Excellent writing (in English) and analytical skills are mandatory. Some knowledge of French is desirable but not required. D. Must have excellent interpersonal skills -- both diplomatic (sensitive to cultural/individual differences) and negotiation skills, E. A university degree in business, law, commerce or a related field is preferred, substantial work experience can be substituted for a candidate without completed university degree. F. Must be able to obtain all medical and security clearances. All dependents accompanying the contractor to post must also obtain medical clearance. Final contractor selection is subject to the availability of funds.
