Naval Air Systems Command has an immediate requirement for Production
Engineering Support Services (PESS) of a nonpersonal nature for the
Naval Aviation Depot, Jacksonville, FL. The contractor shall provide
technical services in the area of Industrial Support to include
independent investigations, logistics support, technical studies and
analysis, tests, and scientific and engineering project support, such
as Engineering Support, Analyses Support, Methods and Standards
Support, Planning/Management Support, and Technical Support. The
contractor shall investigate functional requirements for Plant
Equipment and Systems. The contractor shall investigate requirements
for and complete the design of Avionic and Mechanical Production
Equipment, Tools, and Fixtures, to include physical design,
specification writing, shop layout design, tool lists, and the
development of recommendations for process and facility improvement
planning. The contractor shall investigate specific technical problems
that result from the procurement of Plant Equipment or Systems or the
operation of existing Plant Equipment or Systems and shall make
recommendations as to technical solutions to those problems. Those
recommendations shall take the form of studies, drawings, or design
specifications. The contractor shall perform detailed
capability/capacity analyses, to include throughput analysis, machine
utilization and capacity, and analysis of completed workload data to
determine if the most effective processing is being utilized. CAD/CAM,
the contractor shall provide support for the use and operation of the
CAD/CAM system. This shall include the creation of NC programs for
robotics manufacturing systems, flexible manufacturing systems, and
computer aided inspection systems. Services shall include the creation
of the NC program, implementation (prototyping), and revisions that
result from implementation. The contractor shall prepare permit
applications to be submitted to the state agency for permit approval
for those emission points requiring permits. The contractor shall
perform all testing, site investigations, and background studies as
necessary to receive approval for the permit. The contractor shall be
required to develop studies for compliance issues related to
Underground Storage Tanks, Hazardous Waste/Hazardous Materials
Management, Air Pollution, and Components of the FIRP. The contractor
shall prepare Environmental Impact Statements for
Construction/Production modification. The contractor shall make
recommendations for abatement and/or containment of such hazards.
Review, update and/or develop Master Data Records/Workplans for
aircraft, engines, component and support equipment programs; develop
and apply various coding requirements to the MDR/Workplan. Review,
update, develop or perform maintenance functions on Technical Data
Packages for work tasks. Develop work plans, phased support plans and
routing sequence operations for aircraft, engine, support equipment and
components programs. Perform maintenance on MDR. Investigate and apply
Automated Storage, Kiting and Retrieval System kiting and coding to
MDR, to include the research, development, and application of various
types of hardware kiting information/coding to respective
MDR's/Workplans. Perform productivity analysis of depot operations;
perform random sampling of employee activity to document task time
percentages. The contractor shall perform studies for the development
of Class A standards for specific repair processes. Standards shall be
used for the updating of existing MDR's or the creation of new MDR's.
The contractor shall perform studies to develop Class B and/or Class
C standards. Develop tool box drawer layout configuration for Level II
Tool Boxes in the custody of the Production Divisions. The contractor
shall manage, control and issue patterns and layout items. Develop a
Facilities Project cost tracking system. Digitize CAPMS work station
drawings and integrate the Capacity/CAPMS Data on CADD System. The
contractor shall be required to perform the following technical
writing/editing tasks in support of the development and maintenance of
current technical data: Review, develop and update/maintain technical
plans and reports; Military Handbooks; directives, standards, and
manuals; weapon system publications; technical manuals; equipment
specifications; operational descriptions; and computer documentation.
Develop technical manual source data such as manuscript data,
illustrations, wiring diagrams, a parts lists, and tables for both new
and existing technical manuals. The contractor shall be required to
prepare and deliver reproducible copy, board art, and camera ready
copies/negatives. Develop and maintain computer software/database
inventory and documentation for such documents as technical manuals,
drawings, maintenance plans, technical plans, and reports.
Drafting/Graphics Presentations. The contractor shall provide
Drafting/Graphic Support which includes, but is not limited to the
following: Facility and Equipment design, Shop Layouts, and/or Utility
layouts and schematics. Prepare, inventory, file, and issue microfilm,
microfiche, or aperture cards for technical data such as technical
manuals, engineering drawings, historical data, technical plans and
reports. Digitize drawings for an electronically stored database. Data
must be capable of being retrieved using plotters, CADD system, or
35mm aperture cards. Prepare presentation materials, including slides,
view graphs, illustrations, and transparencies. Prepare drawing
packages and associated lists relative to equipment and configuration
changes. The contractor shall be capable of developing Level 1, 2, and
3 drawings. A staffed and equiped office within one hour driving time
of NADEP Jacksonville, FL will be required of the successful
contractor(s). Delivery and performance of all work will be to the
NADEP Jacksonville, FL. The total anticipated performance of the base
year is 90,760 work hours. The period of performance is for a base year
and four one-year options. Award is anticipated by 1 October 1997. The
type of contract contemplated is an Indefinite Delivery, Indefinite
Quantity Contract with Firm Fixed Price and Time and Material Orders.
This requirement is a total set-aside for small business concerns. This
action is being classidied under the Standard Industrialization
Classification 8711 (Engineering Services: Military and Aerospace
Equipment and Military Weapons), Indicating a concern, including its
affiliates, having an average annual sales or receipts for its
preceding three fiscal years not in excess of $20,000,000.00 is a small
