215-697-4154. The Defense Industrial Supply Center (DISC) is seeking
proposals from business entities interested in participating in an
acquisition utilizing POPS and expanding into an on-line Electronic
Cataloging System developed by the contractor where DISC or the
customers con directly access this system for ordering supplies --
dials, knobs and pointers and upon rollout into Prime Vendor Contract.
The solicitation will include but is not limited to control plastic
and metal knobs and dials, dial plastic windows, dial and/or meter
glass windows, meter pointer adjusters, observation glass optical and
non-glass windows, knob lock dials and scale dials. All items are sold
commercially and they will be classified by technical difficulty.
Prospective contractors will be required to develop and maintain an
on-line Electronic Cataloging System listing all required 5355 items
with a delivery schedule of 3 days for cataloged items and 30 days, 60
days, or 90 days for non-cataloged items. The Contactor will also be
required to maintain quality in accordance with DOD and industry
standards, and to maintain accurate records and reports on any
discrepancies such as discontinued parts, obsolete parts, superseded
parts, etc. The on-line capability should comence within one year of
the contract effctive date. Prospective contractors should be able to
adequately support purchases that will range from $1,252,809.00 for the
initial year and totaling $6,264,045.00 exercising the four option
years of the contract. The maximum dollar value is contingent on the
number of option years exercised during the life of the contract. The
subject solicitation will be issued on an unrestricted basis with the
resultant contract being and Indefinite Quantity Contract (IQC) for one
base year with four (4) one-year term options. This contract will be a
best value (buying techniques), source selection (evaluation factors)
acquisition in which technical merit is considered more important than
price. Solicitation SP0500R0100, including the Statement of Objective
and complete details and conditions, is expected to be issued 21 May
1997 and estimated closing date of 21 July 1997. Again, in order to
