Janet Buyson. DESCRIPTION OF WORK -- The work is for demonstration and
research of procedures for increasing the load and capacity and
seismic safety of piers. Work includes the repair and post
strengthening of 12 spans and pile bents of Pier 12 at Naval Station,
San Diego, California. The demonstration project will use composite
materials to reinforce existing concrete decks and batter piles above
water. The work includes the repair and surface preparation of existing
concrete decks and piling followed by post strengthening with plastic
composites. The post strengthening includes lamination of epoxy bonded
carbon fiber to decks and piles, embedding carbon composite rods in
decks, installing fiberglass composite structural shapes to decks, and
encasing rectangular piles with preformed fiberglass composite shells,
and incidental related work complete and ready for use. -- The contract
is to be awarded to the responsible offeror who submits the proposal
that is considered most advantageous to the Government considering
"price" and "technical" evaluation factors. The evaluation factors (1)
Price and (2) Technical are equal. Within the technical factor, the
following subfactors are listed in order of importance: Subfactor (1)
Construction Methodology, Subfactor (2) Experience and Qualifications
of the Design/Build Team, Subfactor (3) Subcontracting Effort, and
Subfactor (4) Schedule. -- A site visit and preproposal conference is
tentatively scheduled for 10 June 1997. Details will be provided in the
Instructions to Proposers in the solicitation. -- The estimated cost is
between $500,000 and $1 million. -- Firm Fixed Price Contract. --
Contract duration is 210 calendar days. -- Offers will be considered
from all responsible sources. -- This project is unrestricted. -- The
Standard Industrial Code is 1629 and the annual size standard is $17
million. -- It is recommended the subcontracting plan goals reflect a
minimum goal of 5% for Small Disadvantaged Business subcontracting
effort. -- Plans and specs may be obtained by mail or in person. NOTE:
Plans and specs will not be mailed to firms within a 20 mile radius of
the issuing office. A fee will be charged for all plans and specs and
information regarding this may be obtained by calling Navy Plan Issue
at 619-532-2082. The fee is non-refundable. -- ONLY VISA/MASTERCARD
CHARGE CARDS, CASHIERS CHECKS and MONEY ORDERS as payment for
solicitation packages will be accepted. -- Telephone requests will not
be accepted. -- Requests for the solicitation package must be in
writing stating solicitation number N68711-97-R-8429, complete name,
address, area code and phone number and whether bidding as a
prime/subcontractor/supplier. -Plan holders lists will not be faxed. --
Mail requests to Southwest Division, Naval Facilities Engineering
Command, Attn: Plan Issue, Building 132, 1220 Pacific Highway, San
Diego, CA 92132-5187 along with payment. -- Submit one (1)
check/payment per project. -- Solicitation packages are limited to two
(2) sets per prime and one (1) per subcontractor/supplier. -- Plans
