The Model 952-102 is a commercial off-the-shelf item within the definition of FAR Part 12. This action is not suitable for full and open competition for the following reasons: This is the only X-ray flourescence microanalysis system providing a 60x90 micron spot size at the sample surface, an automated xyz stage, dot mapping, and thickness measuring capabilities. The Omicron is the only system which provides the ability to obtain the necessary detailed mapping of materials on surfaces essentital to the failure analysis laboratory the system is being procured for. Kevex is the only supplier that can furnish the required Omicron system. Note 22 applies. (0129)
