66 -- SOLID PHASE EXTRACTION EQUIPMENT AND CONSUMABLES SOL N62645-97-R-0032 DUE 060397 POC Ralph Payne, Contract Specialist, 301/619-3018; Terry Horst, Contracting Officer, 301/619-3012 The Naval Medical Logistics Command has a requirement for solid phase extraction equipment configured in workstations of up to ten modules, each module capable of continued operation should other modules in the workstation fail. Each module must be capable of dispensing liquids with an accuracy not less than 0.025 mL for volumes more than 0.1 mL but less than 2.5 mL, and not less than 1% of the volume between 2.5 mL and 6 mL. The equipment must be capable of simultaneously handling up to eight different reagents. Each system must be programmable such that once programmed, the program can not be changed without access to a password. The consumable supplies must be those for routine maintenance and operation of Zymark SPE RapidTrace equipment. The Navy intends to negotiate with Zymark Corporation as the only one responsible source. This notice is not a request for competitive proposals. See Note 22. This is a combined synopsis/ solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only Request for Proposal under Solicitation N62645-97-R-0032; A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Navy contemplates award of a Firm Fixed Price Indefinite quantity Indefinite delivery type contract for a base year and four option years. A proposal from Zymark Corporation, Hopkinton, MA, is being requested. Zymark shall satisfy this requirement by providing the following Item Nos (the quantities given are minimums and maximums, in order). 0001, Zymark RapidTrace controller (8 to 14); 0002, Zymark RapidTrace workstation to Include Individual Gas Flow Regulators (8 to 14); 0003, Zymark RapidTrace software (8 to 14); 0004, Zymark TurboVap LV Evaporator (1 to 14); 0005, Zymark RapidTrace Modules (81 to 150); 0006, Installation (8 to 14); 0007, On-site Training (0 to 14); 0008, Manufacture Off-site Training (0 to 14); 0009, Racks (for conical or round bottom base test tubes), Standard Racks (0 to 270); 0010, Racks (for conical or round bottom base test tubes), Optional Racks (10 to 60); 0011, Magnet Kits (0 to 33); 0012, Vial Adapters, 11mm (0 to 100); 0013, O-rings (30 to 150); 0014, Plungers (30 to 150); 0015, Borosilicate Syringe Barrels (30 to 150); 0016, 12-Port Valves (30 to 150); 0017, Adapter Sleeves, 1ml (0 to 30). In addition Zymark shall meet the following: (1) The materials provided shall be in accordance with the material requirements and specifications established by Zymark Incorporated for use on the PapidTrace SPE equipment. (2) The materials provided shall be new, not refurbished or reissued materials, unless so specified and approved by the Government. (3) The materials provided shall be free of defect in manufacture and workmanship. The contractor shall provide, at no charge to the Government, replacements for such materials returned by the laboratories due to defects in manufacture, workmanship, or shipment from the contractor's origination site. (4) The contractor shall provide timely notification, by facsimile or registered mail, to the laboratories and contracting officer, of any recall notification of materials found to be defective. This solicitation incorporates provisions and clauses effective through Federal Acquisition Circular Number 90-44. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition with the exception of (d), (e), (f), (h), and (i) of the clause, which are RESERVED. Proposal evaluations will be based on technical and price. Technical acceptability will be evaluated on the submitted documentation addressing compliance for each SOW paragraph stated above. To support proposed pricing, the offeror shall include copies of published commercial price list, or other documentation setting forth the prices charged to the general public. The Government will award a contract based on; 1) Determination of technical acceptability of items offered, and 2) Determination that the proposed price is fair and reasonable. Zymark shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer. Additionally, Zymark shall include a completed copy of the provision at DFARS 252.212-7000, Offeror Representations and Certifications- Commercial Items. Addenda to this provision includes DFARS 252.225-7000, Buy American Act-Balance of Payments Program Certificate; 252.225-7006, Buy American Act-Trade Agreements Act-Balance of Payments Program Certificate; and 252.225-7035, Buy American Act-North American Free Trade Agreement Implementation Act-Balance of Payments Program Certificate. CLINs shall be ordered by issuance of delivery orders. Such orders may be issued from date of contract award through a five year contract period. All delivery orders are subject to the terms and conditions of the contract. In the event of conflict between a delivery order and the contract, the contract shall control. There is no limit on the number of delivery orders that may be issued. The Government may issue delivery orders requiring delivery to multiple locations. All items will be delivered FOB destination. At contract award the minimum quantities shall be delivered within 90 days. The delivery requirements for additional deliveries shall be within 30 days after issuance of delivery orders. All delivery orders shall contain the following information: Date of order; Contract number and order number; Item number(s) and description, quantity, and unit price; Delivery date(s); Place of delivery (including consignee); Packaging, and shipping instructions (if any); Accounting and appropriation data; Payment office and address.
