Operations Office(DOE-ID) intends to issue a competitive solicitation
to obtain research & development and management services for the
Geothermal Hot Dry Rock Program. DOE-ID is committed to bring Hot Dry
Rock (HDR) technology into the marketplace as a viable energy option
and has supported development of geothermal hot dry rock technology for
over 20 years. HDR geothermal resources are large and widespread, both
in the United States and aboard. The DOE Geothermal Program is
responsible for developing and managing a broard and balanced
geothermal program which covers a range of geothermal options. One of
the options being pursued is use of energy from hot, but fluid
deficient geothermal resources. Industry has recommended that HDR
should be better integrated with the mainstream of geothermal resource
development. Consequently, a number of restructuring efforts are
either in process or planned to make the program more responsive to a
wide range of problems that have served to deter HDR technology
development. The Department believes the refocused HDR program will
ensure that the resultant technology becomes widely applied in the next
decade. The Contractor shall manage the national Hot Dry Rock (HDR)
activities via performance of individual task orders Tasks assigned
shall be specific in the areas of shaping the future HDR program,
promoting the teaming of key stakeholders, promoting industrial
participation and implementing recommendations determined by an
industry panel. Foreign travel may be required. Tasks performed (as
assigned via Task Orders) shall be in the following areas: (1) Develop
HDR testing and research plans, and create a five year plan for
technology improvements needed by the industry to commercialize HDR
technology; (2) Integrate HDR activities with industry needs for a
balanced and efficient research program that is responsive to both
industry (near-term) and DOE (longer-term) needs; (3) Serve as a focal
point for integrating HDR projects into the overall geothermal R&D
program; (4) Coordinate the efforts of a HDR peer-review committee,
tasked with evaluating the current status of the U.S. HDR program; (5)
Propose cost-shared HDR research and development projects; (6) Perform
other tasks as necessary to support the mission of the HDR program; (7)
Provide HDR program Research & Development support is the areas of: (a)
Direct a panel of stakeholders to formulate short- and long-term
geothermal R&D goals, including the long-term commercialization of HDR;
(b) Review and evaluate new research tasks for scientific merit,
technical feasibility and make recommendations to DOE on relevance to
project goals and objectives; (c) Collaborate with industry to develop
an inventory of potential HDR sites for development; (d) Review data
and audit research results from Fenton Hill, NM hot dry rock site; (8)
Provide Technology Transfer Support in the areas of: (a) Integrate HDR
activities with industry needs for a balanced and efficient research
program that isresponsive to both industry (near-term) and DOE
(longer-term) needs; (b) Serve as a focal point for integrating HDR
projects into the overall geothermal R&D program; (c) Implement
technology transfer efforts to move products and services developed
under the HDR program to the geothermal mainstream; (9) Conduct various
workshops; (10) Provide Technical Support; (11) Coordinate domestic and
global HDR laboratory and field projects and report progress to
interested stakeholders; and (12) Plan and conduct field tests relevant
to HDR technology in cooperation with industrial partners. One
contractor shall be selected for award. The applicable SIC is 8731 and
the size standard is 500 employees. This is a cost-plus-fixed-fee task
order contract with an anticipated contract value of $1.5M as a minimum
and $4.6M as a maximum over a five-year period. It is anticipated that
this contract will not be set-aside for an 8(a) or small business
firm. The estimated period of performance is from October 1, 1997 to
September 30, 2002. The solicitation is expected to be available on or
