DACA88) The U. S. Army Construction Engineering Research Laboratory
(USACERL), Land Management Laboratory, requires research services in
the following areas: (1) Impact and Risk Assessment; and (2) Ecosystem
Dynamics and Simulation Modeling. Typical tasks may include, but not
be limited to: conducting research into any or all land factors that
influence land carrying capacity for military training and testing, and
examine quantifiable data collection methodologies relating to these
factors; investigate impacts of installation activities on species,
communities, ecosystems, etc.; utilize a risk assessment framework to
evaluate and predict the effects of military activities; conduct
research techniques for integrating population, community, ecosystem,
and adaptive management approaches for carrying capacity, endangered
species, and biodiversity management; conduct research in areas of
ecosystem analysis and process modeling, soil erosion prediction and
modeling, and habitat modeling; investigate applications of population
viability analysis and risk assessment modeling and sensitivity
analysis as it relates to rare, endangered, and sensitive species and
habitats; demonstrate, validate, and invesitgate the applications of
vegetation dynamic simulation and risk assessment modeling and
sensitivity analysis as it relates to carrying cpacity of military
training lands. The Contracts office intends to award firm fixed-price
indefinite delivery indefinite quantity contracts for a base year with
four (4) additional one (1) year options. Multiple awards may be made
from this solicitation. Awards may be made for one (1) line item or
combination of line items. Some positions on this contract will be
subject to the Service Contract Act of 1965, as amended. The place of
performance is unknown. Possible places or areas of performance which
the Contracting Officer has requested wage determinations for include:
Ft Hood and Fort Bliss, TX and NM; Yakima Training Center and Fort
Lewis, WA; Ft Carson, CO; Ft. Riley, KS; and Aberdeen Proving Grounds,
DE. The Contracting Officer will request wage determinations for
additional places of performance if asked to do so in writing, however,
requests for wage determinations for additional places must be received
by the Contracting Officer no later than 2:00 p.m., ten days after
issuance of the solicitation. Requests for copies of this solicitation
shall be made in writing and addressed to USACERL, Attn: Contracts
Office, P.O. Box 9005, Champaign, IL 61826. Requests for the
