C -- INDEFINITE DELIVERY ENGINEERING SERVICES CONTRACT FOR SURVEYING, MAPPING, GIS, AND DRAFTING SERVICES ON VARIOUS PROJECTS ASSIGNED TO THE TULSA DISTRICT SOL DACW56-97-R-0025 DUE 060997 POC Jimmy White (918) 669-7043 or Jacque Lattie, (918) 669-7039, AE Contracts and Documents Section 1. CONTRACT INFORMATION: A minimum of three Indefinite Delivery Engineering Services Contracts will be awarded for Miscellaneous professional surveying, mapping, Geographic Information System (GIS) and Drafting Services on various projects assigned to the Tulsa District. Most of the work will be located within Oklahoma, Kansas, Arkansas, and Texas. This is not a request for a proposal, and there is no bid package. Contractors will be selected for negotiations based on their qualifications submitted in accordance with this announcement. This procurement is unrestricted. The first contract is anticipated to be awarded in September 1997, with the remaining two awarded as work and funds become available. The total cumulative amount for each contract will not exceed $1 million for the one-year period with two yearly options to extend for an additional $1 million, for a total cumulative amount of $3 million. Should the total contract amount reach $1 million prior to passage of 365 calendar days, the option for an additional year and an additional $1 million of work and services may be exercised. Similar action is available on the remaining years. Minimum award under this contract is $20,000 in the base year and $ 10,000 in each option year. If a large business is selected for this contract, it must comply with FAR 52.21-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting plan is not required in this submittal. 2. PROJECT INFORMATION: Surveying services required under these contracts include: control networks for establishing vertical and State plane grid coordinate systems, ground control for developing photogrammetric maps, detailed topographic mapping and planimetric surveys, land boundary surveys, profile and cross sections, and road surveys, conventional and Geographic Position System (GPS) methods are acceptable, databases, maps, raster files created for use with the GIS. 3. SELECTION CRITERIA: See Note 24 for general selection requirements. Selection criteria requires the selected firm must be fully capable of furnishing survey data in graphics and ASCII files directly loadable to Intergraph Corporation Geographic Information Systems. Land boundary surveys require direct and continuous on-ground supervision by a licensed land surveyor registered in the State where the work is to be performed. Names and qualifications of registered professional land surveyors must be fully documented. Disciplines experienced with using CADD equipment must also be documented. Contractor must provide a list of appropriate surveying equipment, CADD graphics equipment, GIS software and translators to provide files for compilation of data. Types of data storage such as 3.5" high density floppy disks, compact disks, file transfer protocol, etc., shall be documented. 4. EVALUATION CRITERIA: Selection of the firms to provide the required services will be based on the firms qualifications in accordance with the following criteria, listed in the order of importance.1) Professional qualifications for satisfactory performance of the required services. 2) Specialized experience and technical competence in the type of work required. 3) Past performance on the contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with the performance schedules. 4) Capacity to respond quickly, mobilize qualified personnel, and produce quality results under short deadline constraints. 5) Volume of work previously awarded to the firm by the DoD with the objective of effective an equitable distribution of DoD AE contracts among qualified firms, including small and disadvantaged business firms, and firms that have not had prior DoD contracts. In-house capabilities will weigh heavier than work subcontracted. 6) Location of firm with respect to the general geographic area of the Tulsa District. 5. SUBMITTAL REQUIREMENTS: See Note 24 for general submittal requirements. Interested firms that meet the qualifications must submit a SF 254 and SF 255 no later than 4:30 p.m. on the 30th day after the date of this announcement to the AE Contracts and Documents Section, 1645 South 101st East Avenue, Tulsa, Oklahoma 74128-4629, to be considered for the resulting contract. If the 30th day is a Saturday, Sunday, or Federal Holiday, the deadline is 4:30 p.m. of the next business day. Cover letters and extraneous material are not desired and will not be considered. A separate SF 254 and SF 255 for each subcontractor must also be submitted. Responding firms are requested to clearly identify those tasks to be subcontracted out and at what office. Specify the address of the office and key person that is assigned in Block 7C. Include in your submittal, a proposed organization chart and a narrative description of how the organization will function. Responding firms are requested to identify all computer capabilities and other pertinent information in Block 10 of the SF 255, not to exceed ten written pages. The SF 255 should specifically address the requirementsof this announcement. For your information, the contracting goal for the Tulsa District are 65% for small business, including 10% for small disadvantaged business and 5% for women-owned small business concerns. Firms failing to respond to these requirements may not be considered. If firms/consultants listed on the SF 255 have a current SF 254 (submitted within the past 12 months) on file with the Corps of Engineers' Architect-Engineer Administrative Support System (ACASS), Portland, Oregon, they need not submit an SF 254. No other notification is required. This is not a request for proposal (RFP). Personal visits to discuss this contract will not be scheduled. No other general notification will be made and no further action will be required from firms under consideration.
