services to provide all investigation, design surveys, verification of
as-built conditions, construction drawings, cost estimates, phasing
and estimated construction time required for a fully developed set of
construction documents for renovation of Wards 8B and 8C (including the
connecting portion of 8A) as a Mental Health and Behavorial Unit in
accordance with VA design criteria and VA program requirements.
Emphasis will be placed on patient comfort and privacy. This renovation
will be a total gut and rebuild. The A/E will coordinate all designs
with key Medical Center personnel including representatives from
Engineering, Acquisition and Materiel Management, Psychiatry, Nursing
and Safety Management. Work will include verification of existing
conditions, generation of construction documents (plans and
specifications) including design of protective barriers and interim
life safety measures as required to maintain the current level of
safety, and construction period services. Construction documents shall
be structured to phase the renovation as required to minimize impact
to the existing program which will remain operational during
construction. The A/E will provide the services of a Certified
Industrial Hygienist (CIH) to incorporate asbestos abatement plans and
specifications into the bid package. The A/E will provide, through the
CIH, construction period services as follows: air monitoring including
pre-construction baselines, area monitoring during construction, and
final clearance air samples; and submittal review of required asbestos
removal contractor submittals. The A/E will a complete set of
"as-built" reproducible (mylar) drawings and Auto cad Version 12, all
specifications in Word 6.0. The Standard Industrial Classification Code
for this procurement is 8712, Architectural Services, $2.5 million
dollars. 254's and 255's will be accepted from responsible firms within
a 100 mile radius of the New Orleans Metropolitan area only until close
of business May 21, 1997. The radius will be determined based on the
address stated in block 1 of the SF 254. It is the intent of this
agency to interview a maximum of five A/E firms. Selection evaluation
factors are as follows: (1) Professional qualifications necessary for
satisfactory performance of required services. (2) Specialized
experience and technical competence in the type of work required. (3)
Capacity to accomplish the work in the required time. (4) Past
performance on contracts with Government agencies and private industry
in terms of cost control, quality of work, and compliance with
performance schedules. Proximity of the firm to the local project area.
Award of contract is subject to the availability of funds. The
construction range is between $2,000,000.00 and $5,000,000.00. ALL WORK
