H -- PROVIDE PROFICIENCY MONITORING OF URINALYSIS LAB PERFORMANCE AND NON-INSTRUMENTED DRUG TEST DEVICES SOL 97-PXEPPSX-011 POC Millie Raby (202) 273-1468 Provide technical assistance in the preparation of Request for Proposals (RFP) to provide urinalysis services for drug dependant federal offenders; assess technical weaknesses and recommend improvements to ensure state of the art testing by awardee; participate in technical review of offerors; assist in responses to inquiries and/or protests; participate in on-site evaluations of laboratories to determine capabilities; arrange for pre-award test specimens to be delivered to each laboratory visited; assist in design, purchase, and submission of periodic "open" and "blind" test specimens to urinalysis contractor; and evaluate results and issue findings. Specimens used in the surveys shall have been referenced by a laboratory or group of laboratories with expertise in urine drug screening. The contractor shall provide technical assistance in the evaluation of Non-Instrumented Drug Test devices (hand-held urine test kits) and other technology for detecting illicit drug use. This solicitation will require offerors to submit a technical proposal which will be evaluated, along with cost. The solicitation document will be issued on or about June 16, 1997.
