U.S. Army Simulation Training and Instrumentation Command (STRICOM) and the Tactical Engagement Instrumentation & Ranges (TEI&R) Integrated Product Team wish to establish a partnering with industry to assist in the creation and development of the TEI&R solicitation. The IPT is looking for innovative, creative techniques, processes and procedures for development of a performance based Statement of Work. No specific DRAFT Statement of Work (SOW) or specification is yet available. We seek industry advice and recommendations regarding methods for performing the following functions as they apply to TEI&R. In addition, we seek quality surveillance plans and approaches for ensuring compliance to contract performance criteria. The input and advice we seek is not all inclusive and we welcome any and all input: (1) Management & Performance Metrics for Service Contracts; (2) Engineering Metrics for higher performance & output; (3) Cost Accounting & Reporting (Simple & Effective); (4) Cost/Schedule compliance; (5) Quality Control and Assurance Metrics; (6) General Reporting Metrics (what's important); (7) Corporate/Program Office/Government Interface; (8) Servicing the Customer; (9) Life-cycle Management Plan; (10) Product improvement Programs (PiPs); (11) Failure analysis reporting; (12) Work Breakdown structures and Task analysis; (13) SOW improvements; (14) IPT Charters, SOPs; (15) Award fee processes and structures. Submit responses using MicroSoft Office Products, preferably Version 5. However, any version upward compatible is welcomed. The TEI&R IPT will use this information as one of the primary sources in the development and solicitation of the TEI&R Contract. All information submitted to the Government will carry unrestricted rights. Industry costs in response to this and subsequent inquiries shall NOT be reimbursed by the Government. The Tactical Engagement Instrumentation and Ranges solicitation will consolidate four existing contracts into a single umbrella solicitation. TEI&R solicitation is to combine the following operations, maintenance, support, and integration efforts: the Combat Training Center(CTC) Operations and Maintenance(CTC O&M) contract, World Wide Multiple Integrated Engagement System (MILES), Tactical Engagement Simulations (TES) contract, Aerial Weapons Scoring System (AWSS) contract, and the Precision Range Integrated Maneuver Exercise (PRIME) mobile instrumentation suite contract. The contractual effort not only repackages four(4)contracts into a single solicitation, but also allows all four efforts to be re-formatted into a single performance based Statement of Work (SOW). The major tasks in the TEI&R solicitation will include: computer system administration and operations, hardware and software engineering, system modifications, and integration, computer/electronic equipment operations, systems and component maintenance, Training Analysis and Feedback Facility (TAFF) operators/computer operators, battlefield effects, wheel & track vehicle maintenance, supply operations, and other support services. The services will be provided for: the National Training Center (NTC) Ft. Irwin Ca.; Joint Readiness Training Center (JRTC), Ft. Polk, La.; Combat Maneuver Training Center (CMTC) Hohenfels, Germany; Aerial Weapons Scoring System (AWSS) Grafenwoehr, Germany and three mobile AWSS systems stationed at Ft. Hood, TX ; the Precision Range Instrumentation Maneuver Exercise (PRIME) mobile instrumentation systems at Ft. Hood TX and in Kuwait. The contract numbers are N61339-94-C-0027 for NTC-IS, CMTC-IS, JRTC-IIS, and AWSS; N61339-96-C-0073 for MILES; and N61339-92-C-0128 for PRIME. The MILES/TES family consists of; MILES, MILESII, SAWE RF/MILES II, AGES, and AGES II. TES devices are located and supported at 33 installations world wide.
