operation and maintenance of the Ripsaw Range, Japan. The range
comprises all United States Air Force (USAF) operations located in and
in support of the USAF operated Class A joint use air-to-ground
training range, and its associated airspace (R130). Contract operations
will provide operational and maintenance support of the M-2 scoring
scopes, acoustiscore system, the AN/SPS 64 emitters, all USAF owned
range facilities and areas, Range control as specified, Naval Security
Group Activity facilities as specified, and future Weapons Systems
Simulators (WSS) and the Television Ordnance Scoring System (TOSS).
Integration/Communication. All system control and information data
transfer between systems, users and operating locations within Ripsaw
Range is accomplished using a combination of commercial lines and
FM/VHF/UHF transceivers. This combination of systems supports
air-to-ground communications, site-to-site communications, and user
communication and will support data transferto/from the WSS, TOSS
control and video and threat instrumentation. Maintenance,
connectivity, and the integration of Ripsaw Range are contractor
requirements. Encryption equipment maintenance will be a Government
requirement. The Command and Control (C2) future critical contractor
function utilizes position reporting, radar data and IFF positional
displays to provide an effective and realistic Integrated Air Defense
System (IADS) based on known operating parameters. An effective threat
environment, based on real world scenarios, is critical to aircrew
readiness. This function also ensures that appropriate threat doctrine
is followed, and optimized to support user training needs. The
performance of the C2 function to include operation, maintenance, and
connectivity of supporting systems is a contractor responsibilty.
Weapons System Simulators and TOSS. Planned acquisitions include the
TOSS and Weapons Systems Simulators capable of simulating several
different SAM's and AAA. Connectivity, integration, operation and
maintenance of all WSS and the TOSS is a contractor responsibility. The
basic period of performance will be 01 February 1998 -- 30 September
1998 with four one year options to extend the contract through 30
September 2002. All sources interested must respond in writing to the
